After 30 years of rapid growth,the Chinese economy has entered the "new normal" of development and gradually pursued the development of the economy in a high-quality and diversified direction.However,the problem of unreasonable industrial structure restricts the pace of China’s economic progress.The allocation of credit resources means that financial institutions collect and redistribute idle funds,thus determining the direction and size of the distribution of factors among industries,and also affecting economic output.With the development of the economy,the ind ustrial structure of Inner Mongolia has evolved from the “one two three” structure before the reform and opening up to the “two three one” structure.This paper analyzes the industrial allocation of credit resources in Inner Mongolia,tries to find the relationship between the two and further analyzes the degree of impact,and provides policy recommendations for the government to adjust the industrial structure of Inner Mongolia in the allocation of credit resources.Based on the theory of financial develop ment and the theory of credit resource allocation,this paper first analyzes the distribution of credit resources in Inner Mongolia between 1985 and 2017.It is found that the more credit resources are invested,the more obvious the increase of three output values,The second industry is the leading industry in Inner Mongolia,and the industrial structure has shown a "two three one" model.In order to further explain the impact of credit resource allocation on the industrial structure and the degree of impact,an appropriate index system was established.Through the ADF unit root test and cointegration test,it was found that there is a long-term and stable relationship between the rationalization and upgrading of the industrial structure in Inner Mongolia a nd the credit allocation of the three major industries.Then,the VAR model is established,and the impulse response and variance decomposition method are used to obtain the increase of the proportion of the first industry loan in Inner Mongolia,which can improve the rationalization of the industrial structure but reduce the high-grade,increase the proportion of the second industry loan,and reduce the rationalization of the industrial structure.Advanced,only in the tertiary industry,can simultaneously improve the rationalization and advanced level of industrial structure.
