Performance Analysis Of Public Medical And Health Expenditure In HeBei Province

Public medical and health service,as a basic project to protect the health of residents and promote social harmony and stability,is an important task facing China in the process of improving people’s livelihood in recent years.Since China proposed and implemented the medical and health system reform policy in 2009,Hebei province has attached great importance to the development of public health care and has continuously increased the scale of investment in medical and health finance.How to create more medical and health resources with limited medical and health financial funds,improve the urban and rural primary health care system,and improve the public health level is a realistic problem that Hebei province needs to solve.Based on principal-agent theory,public product theory and new public management theory,this paper defines the concept of financial health expenditure and medical expenditure,and focuses on the analyses for current situation of medical expenditure in Hebei province and carries on the empirical study on both aspects of fairness and fairness,using DEA to study the expenditure efficiency of Hebei province from 2008 to 2016 and the expenditure efficiency of various cities from 2010 to 2016.The results show that the scale of public health expenditure in Hebei province is diminishing,and multiple cities of the overall technical efficiency is low.At the same time,using the Theil index analysis method to study the differences in medical and health expenditures,medical and health institutions,institutional beds and health technicians in Hebei province,the results show that the differences in Hebei province public health expenditures,the resources of beds and health technicians is greatly affected by the differences between regions.The combination of these situations lead to a low level of performance of medical and health expenditures in Hebei province.Under the principle of consistent fairness and efficiency,expenditure responsibility and financial resources,this paper propose countermeasures and suggestions with improvement of the financial transfer payment behavior and optimization of the structure of medical and health expenditures in the Heibei provinces and establishment of a sound monitoring mechanism,which bases on the perspective of improving the efficiency of medical and health expenditure and promoting the fairness of medical and health in Hebei province.
