Agriculture is the basic industry to support the construction and development of national economy.The 21st century is an important stage of the development of agricultural high-tech industry.With the combination of life science and other related new technologies,world agriculture will undergo significant changes.China is a big traditional agricultural country.In order to promote the development of modem agriculture,in early 2018,the State Council,for the first time,took agricultural high-tech industry as the theme,issued the Guiding Opinions on Promoting the Construction and Development of Agricultural High-tech Industrial Demonstration Zones,and planned to distribute no more than 30 agricultural high-tech industrial demonstration zones nationwide by 2025.Therefore,how to make efficient use of resources,plan and construct agricultural high-tech industrial park rationally,so as to achieve the established goals,is an important issue that needs to be studied urgently.This paper takes the development and construction of Agricultural High-tech Industrial Park as the research background,aiming at the current difficult problem of project group management in high-tech industry and other fields-the resource allocation of project group as the research content,that is,how to allocate human,capital,equipment and material resources of project group reasonably,effectively and dynamically under the condition of resource constraints,puts forward a model-based approach.Fuzzy Analytic Hierarchy Process(FAHP)combined with Ant Colony Optimization(ACO)for resource allocation of Agricultural High-tech Industrial Park project group.Firstly,the theory and method of project group management and resource allocation are deeply studied and analyzed.Then,by summarizing the development situation and current situation of agricultural high-tech industrial parks in China,the main problems existing in the construction process of agricultural high-tech industrial parks are summarized.Based on the analysis of resource elements of project group and resource allocation steps of project group,agricultural high-tech is established.According to the characteristics of the resource allocation of the project group,the paper establishes the research ideas of the optimal ranking of the project group and the optimal scheduling of the resource of the project group,and determines that the fuzzy analytic hierarchy process(FAHP)is used as the evaluation method of the optimal ranking stage of the project group,and the ant colony algorithm(ACO)is used as the calculation method of the optimal allocation stage of the resource of the project group.The principle and basis of the evaluation index system of resource allocation of New Technology Industrial Park project group are discussed and analyzed.On the basis of relevant research,the evaluation index system of Agricultural High-tech Industrial Park project group in China is constructed,which is used as the evaluation index of the optimal ranking stage of resource allocation of project group,and the optimal ranking model of project group based on Fuzzy Analytic Hierarchy Process(FAHP)is constructed.Secondly,the basic principle of ant colony algorithm(ACO)is introduced.By using the similarity between resource allocation problem and ant foraging problem,the construction process of resource allocation solution based on ant colony algorithm(ACO)is described,and the process of solving the problem is introduced in detail.At the same time,combined with the characteristics of ant colony algorithm(ACO),the comprehensive priority of project group and the time of resource occupation are defined.The ratio is used as heuristic information in the algorithm,and then the Yangling Modern Agricultural Precision Poverty Alleviation Park is used as an empirical study case to carry out empirical analysis,and the results are compared with the original scheme,which proves that the method is an effective method for resource allocation of project groups.Finally,according to the existing problems in the development of agricultural high-tech industry and the results of practical examples,some policy suggestions are put forward for the construction planning of Agricultural High-tech Industrial Park in China.This paper constructs a comprehensive,dynamic and reasonable method of project group resource allocation,which provides a more effective method of resource allocation for the project group management of Agricultural High-tech Industrial Park in China,and has certain significance for improving the project group management level of Agricultural High-tech Industrial Park and other fields.
