Research On The Evaluation Of Regional “Entrepreneurship And Innovation” Capability In China

At present,the activities of “Entrepreneurship and Innovation” are in full swing throughout the country and have received extensive attention at home and abroad.The central government has made innovation and entrepreneurship a driving force for China's economic transformation and upgrading.The State Council has issued documentary that guidance and promote the development of “Entrepreneurship and Innovation” in all regions.Each province(city,district)has also issued relevant policies to support the development of “Entrepreneurship and Innovation” in the region,and to enhance the “Entrepreneurship and Innovation” capability of the region.The capability of entrepreneurship and innovation has become the core of competitive advantage in all regions and is valued by local governments.However,from the effect of the “Entrepreneurship and Innovation” achieved by each region,there are the significant difference between regions,and the level of innovation and entrepreneurship in the region have a large gap.Therefore,construct a set of index system for evaluating the “Entrepreneurship and Innovation” capability of the region,and to analyze the reasons for the differences between the “Entrepreneurship and Innovation” capabilities of each region,and to use this as a driving force for the development of “Entrepreneurship and Innovation” in all regions.The "wind vane" for the development of “Entrepreneurship and Innovation ” is of great significance to the improvement of the regional “Entrepreneurship and Innovation” capability.This article starts research:First of all,it discuss the relationship between innovation capability,entrepreneurial capability and “Entrepreneurship and Innovation” capability,analyzes the components of “Entrepreneurship and Innovation” ability,and combing the representative index system of innovation and entrepreneurship at home and abroad.It will provide a sufficient theoretical basis to construct the capability evaluation model.Secondly,On the basis of theoretical analysis,using frequency statistics method,combined with the theme of the article research,theoretically screen the evaluation index system,and initially construct a regional “Entrepreneurship and Innovation” capability evaluation index system,consisting of 3 first-level indicators,10 second-level indicators and 23 three-level indicators.On the basis of the theoretical screening indicators,the 2018 relevant statistical yearbook data is used for empirical screening.According to the factor load matrix,the load of each evaluation index on the common factor is obtained,the evaluation index with lower load is deleted,and the evaluation index with higher retention load is retained.Finally,the regional “Entrepreneurship and Innovation” capability evaluation index system consisting of 3 first-level indicators,10 second-level indicators and 21 three-level indicators is obtained.Thirdly,according to the constructed evaluation index system,factor analysis and cluster analysis are used to analyze the “Entrepreneurship and Innovation” capability of 31 provinces(cities,districts).This paper mainly selects the data of the relevant statistical yearbooks in 2018,and uses spss.22 for analysis to score and rank,and cluster the “Entrepreneurship and Innovation” capability of each regions of the country.The analysis results show that the overall level of “Entrepreneurship and Innovation” in China is not high.Among the 31 provinces and cities,only 9 provinces and cities are above the average line.At the same time,the difference in regional “Entrepreneurship and Innovation” capability in China is relatively large,and the east is far higher than the west.From the east to the west,the capability has gradually weakened.The factors affecting the regional “Entrepreneurship and Innovation” capability are mainly regional enterprise vitality,business environment,scientific research ability,market size,labor force population,and “Entrepreneurship and Innovation” culture.Finally,according to the results of factor analysis and cluster analysis,we propose targeted countermeasures and suggestions for improving the regional “Entrepreneurship and Innovation” capability in each regions of China.
