| In the Internet + era,the city is changing with each passing day,the public needs to further improve their material life,and the city's public service facilities need to be improved urgently.More and more public service facilities have been added to the urban infrastructure construction.But due to the high products cost,the government financial pressure,and other problems,the implementation of the project is difficult to advance.PPP mode to apply social capital investment in areas such as infrastructure construction,not only alleviate the pressure of the government's financial capital,also excavate the huge potential of private capital,realize the public or private,fully give play to the role of effective market and for the government,improving the quality of public service level,and improve the construction efficiency,flexible allocation of social resources,benefit-sharing,risk-sharing relationship,but the PPP this procurement mode,only a pattern of infrastructure products,the government choices cannot rely on subjective preference,therefore,in the project decision-making stage,the research on its approach to science and persuasive,That is to quantify the PPP model and determine whether the procurement model is value for money.Based on the guidance issued by the ministry of finance,this paper describes the VFM evaluation system,designs the value-for-money evaluation mechanism for each link of the project based on the principle of combining quantitative and qualitative analysis,evaluates the influence of PPP mode on the pre-decision of the project,and conducts quantitative and qualitative empirical analysis of the whole process of the project,so as to provide reference for future PPP projects.First of all,according to the value for money evaluation methods abroad,this paper proposes the value for money improvement idea,and designs the value for money evaluation mechanism of public service facilities comprehensive library with the basic links: evaluation preparation,index determination,model construction,qualitative analysis,quantitative analysis,evaluation report and information disclosure.The core of the mechanism is to build the model.This paper summarizes the development and application of VFM evaluation system in PPP projects at home and abroad in recent years,in the construction of urban public service comprehensive hall,emphatically explains the concept and connotation of PPP model,and displays the key parameters of VFM evaluation system.Secondly,based on the establishment of qualitative evaluation system model.Through study the theoretical knowledge of qualitative analysis,field investigation project,build value qualitative evaluation index system,make evaluation procedure,evaluation standard design into better,general experts on the scale,combining with the index weight results and results analysis,qualitative evaluation system model was constructed.Establish the VFM evaluation model of PPP project of public service facility complex.This paper evaluates its PPP projects from both qualitative and quantitative aspects,simulates the calculation method of the key value in VFM evaluation,selects the calculation method suitable for the PPP projects of China's public service comprehensive library,and adjusts and improves the original VFM quantitative evaluation model.Finally,a quantitative evaluation model is established.The quantitative evaluation model is established from the determination of discount rate,calculation of PSC value and PPP value,comparison and other links,to determine the value for money of the project and select the appropriate way.Combined with the actual case of the public service facility comprehensive hall project,a qualitative and quantitative evaluation model of urban public service comprehensive hall PPP project is established.This paper verifies the applicability and feasibility of the PPP model for a project,and judges the economic feasibility of the project using the PPP model.This paper has 16 figures,15 tables and 87 references. |
