The Study Of Performance Evaluation And Influence Factor On Accurate Poverty Alleviation

Accurate Poverty Alleviation is an important strategic deployment of the Party and the whole country in the new era a major measure to promote people across the country to share the benefits of development and achieve common prosperity,and a necessary request to eliminate the absolute poverty and achieve the first annual goal At the end of 2018,there are 16.6 million poor people who had not gotten rid of the poverty yet;The most of them are living in the extremely poor area.The fundamental condition is weak,the reasons leading to the poverty is complex,the poverty level is high,and the method to avoid the poverty is tough.At present,poverty alleviation has entered a critical period that the country is struggling to overcome difficulties.Because of the current situation,summarizing the experience and lessons of accurate poverty alleviation performance and scientifically analyzing the factors which affect poverty alleviation performance both are playing very important guiding roles in improving the performance and innovating ideas and methods of accurate poverty alleviation.In this paper,combined with literature research,investigation research,quantitative research and other ways,taking eight poor counties in Shanxi Province that were lifted out of the poverty in 2018 as examples,in-depth research was carried out on the two aspects of accurate poverty alleviation effectiveness and factors affecting accurate poverty alleviation performance.First of all,the core concepts such as accurate poverty alleviation and poverty alleviation performance are defined,and the domestic and foreign literatures about " accurate poverty alleviation " are combined by using the literature research method to determine the research ideas.Secondly,using the theory of feasible ability for reference,the paper constructs an accurate poverty alleviation performance evaluation index system by taking poor households as a unit,and evaluates poverty alleviation performance from three dimensions of economic benefits,development ability and development opportunities by using analytic hierarchy process.Thirdly,based on the relevant literature,an explanation model of the influencing factors of poverty alleviation performance is built.According to the field survey data,STATA11.0 is used for data analysis,specifically including descriptive statistical analysis,correlation analysis and multiple linear regression analysis,so as to empirically test the research hypothesis and explanation model.Finally,according to the analysis results,targeted measures and suggestions to improve performance are put forward.Through theoretical analysis and empirical research,this paper draws the following conclusions: poor households' performance level in the development opportunity criterion layer is significantly higher than that in the economic benefit criterion layer and the development ability criterion layer.Through regression analysis,this paper finds that the overall effect of the regression model has reached a significant level.Education level,health status,industrial poverty alleviation policy,employment poverty alleviation policy,executor's working ability,executor's diligence degree,leading enterprises' participation enthusiasm and farmers' cooperative participation enthusiasm have significant positive effects on accurate poverty alleviation performance.Age is negatively related to accurate poverty alleviation performance.The results of the study well support the explanation of accurate poverty alleviation performance from individual characteristics,government policies,executor personality and social participation these four aspects.This paper puts forward the following suggestions from three aspects: strengthening the implementation of policy responsibilities,improving the quality of poverty alleviation cadres,and guiding the participation of social forces: " two industries" should be developed simultaneously,with emphasis on the development of long-term poverty alleviation industries;Helping the poor to stimulate the their endogenous power;Implementing the Accurate policy to solve the outstanding problems of poverty eradication.Assessing strictly to ensure the implementation of policy responsibility;Strengthening the education,training and incentive guarantee of poverty alleviation cadres;Innovating the guiding mechanism of social forces,and Improving the participation mechanism of social poverty alleviation.All of these methods are aimed at further improving the poverty alleviation performance of the counties to be pulled out of poverty,consolidating the poverty alleviation achievements,and providing reference for the poor counties that have not pulled out.
