The countryside is stable,then the world is stable;Agriculture is booming,then the industrial base is solid;Farmers are rich and then the country is flourishing.The 19 th National Congress of the Communist Party of China put forward the important historical task of implementing the strategy of rural revitalization.It has an epoch—making milestone in the development of China's "three rural" issues.The issue of agricultural and rural peasants is a fundamental issue concerning the national economy and the people's livelihood.Only by vigorously developing the modern development of agriculture,we can promote the modernization of the rural economy,further advance the development of the rural revitalization strategy,and improve the living standards,happiness and sense of peasants.Agriculture plays a large proportion in the economic development of the Pearl River—Xijiang Economic Belt.Promoting county—level agricultural development has a greater role in promoting county—level economic growth.Improving the efficiency of county—level agricultural technology is of great significance to promoting the high—quality development of county—level agriculture and even the overall economic development.This paper takes the Pearl River—Xijiang Economic Belt County as the research area,and takes the agricultural technology efficiency as the research object.On the basis of clarifying the general situation of regional development;Firstly,through the stochastic frontier analysis method that based on transcendental logarithm form,quantitative estimation of agricultural technical efficiency in 47 counties of the Pearl River—Xijiang Economic Belt;Secondly,cluster analysis of 47 counties based on measured agricultural technical efficiency,and divided into four types according to the low efficiency of agricultural technical efficiency values;Third,analysis of coefficient of variation using four the convergence of the regional regions in the past ten years;Fourth,the spatial correlation analysis of the agricultural technology efficiency in the Pearl River—Xijiang Economic Belt by spatial correlation analysis;Fifth,the construction of the Tobit regression model,the influencing factors of the county agricultural technology efficiency are analyzed in the Pearl River—Xijiang Economic Belt.Finally,combined with the empirical analysis of county agricultural technology efficiency,the corresponding policy recommendations are put forward.The study draws the following conclusions:(1)The stochastic frontier analysis model based on the transcendental logarithmic production function is used to quantitatively measure the agricultural technical efficiency of the county in the Pearl River—Xijiang Economic Belt.The empirical results show that there is a large efficiency loss in the agricultural technology efficiency of the county in the Pearl River—Xijiang Economic Belt from 2007 to 2016.The overall level of agricultural technology efficiency in the county is low.Only 15 county areas have agricultural technology efficiency above 0.6,and the remaining 32 counties Both are below 0.6.(2)Cluster analysis of 47 counties in the Pearl River—Xijiang Economic Belt using the measured agricultural technical efficiency values.The results show that the Pearl River—Xijiang Economic Belt is divided into four types according to the level of agricultural technology efficiency.The agricultural technology in the first category is the least efficient,including 21 counties,distributed in the western Baise city and Chongzuo city;Second—class agricultural technology is less efficient,including 11 counties,and it is concentrated in laibin city;the third types of areas is at a medium level,including 10 counties,mainly concentrated in Liuzhou,Guigang and Wuzhou cities;the four regions have the highest agricultural technology efficiency,only 5 The county areas,they are distributed in Zhaoqing,Yunfu and Nanning.(3)According to the analysis of the average technical efficiency of agriculture and the variation coefficient of different types of variation in each of the four types of regions,it is found that the coefficient of variation in four different regions shows a decreasing trend in ten years,indicating the efficiency of agricultural technology in the Pearl River—Xijiang Economic Belt.The regional differences have gradually narrowed,and the degree of balanced development of agricultural development levels between counties has continued to increase.(4)Spatial correlation analysis of agricultural technology efficiency in the Pearl River—Xijiang Economic Belt.The global spatial correlation phase analysis shows that the agricultural technology efficiency of the county in the Pearl River—Xijiang Economic Belt has obvious spatial autocorrelation characteristics.The correlation analysis of local spatial correlation shows that the spatial correlation of agricultural technical efficiency in the western and eastern parts of the Pearl River—Xijiang Economic Belt is always obvious.The county agricultural technical efficiency in the eight counties has spatial positive correlation characteristics,while the other 39 counties have no obvious Spatial correlation.The county's agricultural technology efficiency is obviously high — high agglomeration in the county: Yunan County,Deqing County and Guangning County;the county's agricultural technology efficiency is significantly lower— lower agglomeration in the county: Longlin Various ethnic groups Autonomous County,Xilin County,Tianlin County,Leye County,Lingyun County and Jingxi City.(5)Analysis of the influencing factors of agricultural technology efficiency in the Pearl River—Xijiang Economic Belt.The results show that the factors that have a negative effect on the agricultural technology efficiency of the Pearl River—Xijiang Economic Belt are rural population,cultivated land area and rural electricity consumption.The factors that have a positive effect on the agricultural technology efficiency of the Pearl River—Xijiang Economic Belt are the effective irrigation area per capita farmland,the total power of agricultural machinery,the per capita possession area,the per capita facility agriculture area,Per capita GDP,and Public finance expenditure.Finally,based on the conclusions from empirical analysis and the actual situation,from the six main aspects of land input,labor input,infrastructure construction,science and technology investment,economic development level and regional spatial development strategy,the promotion of the Pearl River—Xijiang Economic Belt County Agriculture Suggestions for improving technical efficiency.
