Green Development Performance Of Restricted Zones

Since the reform and opening up,great achievements have been made in China's economic and social field,but at the same time,a series of ecological environment problems have emerged.Implementing the concept of ecological civilization is of great urgency to the socialist construction in contemporary China.As the basic way to promote the construction of ecological civilization,green development has attracted great attention from all parts of the country and domestic geographic academia.Green development is a new understanding of geography to human-land relationship in the context of the new era and it is a scientific development mode with regional characteristics.Agricultural Production Zones of Jilin Province belongs to Restricted Zones.It undertakes the national mission of guaranteeing the safety of national agricultural products and the sustainable development of the Chinese nation,as well as the demand and pressure of breakthrough development of regional economy in underdeveloped areas.Therefore,this paper studies the green development of Agricultural Production Zones of Jilin Province,hoping to present the green development status of the regions in the study area,and green development of Jilin Province's regional economy.The exhibition carries on the beneficial exploration,and provides the reference for the green development of the main producing areas of agricultural products under other restricted development zones.This paper holds that the concept of green development in China is inspired by the green economy and green growth abroad,and systematically analyses with the historical origin and connotation of the "green" concept abroad were made.Combining with the regionality of Agricultural Production Zones in Jilin Province,this paper constructs a comprehensive evaluation index system of green development level,empowers each index by the subjective and objective comprehensive empowerment method,calculates the green development level of 28 regions in Agricultural Production Zones in Jilin Province,and analyses it from two dimensions of time and space.The study found that the current green development level of the Agricultural Production Zones in Jilin Province is not high,and the amount of the regions with green development level above the average level is less than half of the total regions.The high-level and medium-high-level green development areas are mostly concentrated in the east of the study area,while the low-level and medium-low-level green development areas are mostly located in the west of the study area.In general,the green development level of Agricultural Production Zones in Jilin Province showed a trend of fluctuation and decline during the research period from 2011 to 2015,and the high-level areas.Through the analysis of coefficient of variation,it is concluded that among the four subsystems,the coefficient of variation of economic development quality is always the largest,while that of environmental governance subsystem is always the smallest,while that of agricultural development and resource utilization are between them.So we concluded that the difference of green development level between 28 counties and cities in Jilin province is mainly caused by the quality of regional economic development.During the research period,the coefficient of variation of the four subsystems showed a downward trend,but the downward trend was not obvious.Then the obstacle degree model was used to explore the main factors affecting the green development level of Agricultural Production Zones in Jilin Province.We found that the four subsystems had not changed the obstacles to the green development level of Agricultural Production Zones in Jilin Province during the research period.The order was economic growth quality,environmental governance,agricultural development and resource utilization.At the index level,the proportion of scientific and technological expenditure to fiscal expenditure(X 3),environmental protection expenditure to fiscal expenditure(X 8),tertiary industry output value to GDP(X 2),per capita GDP(X 1)and the proportion of agricultural,forestry,animal husbandry and fishery output value to GDP(X 5)are the main factors that restrict the improvement of green development level of Agricultural Production Zones in Jilin Province.Finally,the paper puts forward several suggestions to improve the green development level of Agricultural Production Zones in Jilin Province: optimizing the economic scale and structure,actively promoting agricultural modernization,saving and utilizing resources,strengthening environmental governance and establishing policy compensation mechanism.
