With the rapid development of China's economy,people demand a higher standard of living environment.More and more residential real estate projects begin to use centralized cooling as a manifestation of differences.At present,the technology of central residential cooling,or district cooling,is maturing,but compared with central heating,most households and apartments do not quite accept central cooling.The pricing method is an important issue that concerns both the service providers and users.If the pricing method is not reasonable,it will cause users to have a weak sense of energy conservation,serious waste of cooling capacity,and difficulty in fee-collecting for service providers.Therefore,exploring a reasonable pricing policy that allows centralized cooling units and cold users to accept it is one of the prerequisites for promoting residential cooling.This article analyzes the irrationality of existing pricing policies and identifies problems.The main cooling methods available for residential central cooling are introduced.Through the analysis of different pricing policies on public utility,the Cost-plus pricing policy and the Two-part Tariff were selected as the theoretical basis for the pricing of residential centralized cooling.Studying the centralized heating pricing policy similar to that of centralized cooling commodities,and verifying the feasibility of the two-part tariff on residential cooling through the SWOT-AHP combination method,and devising a new type of two-part tariff suitable for residential cooling projects.The comparison of the two methods with the specific project case shows that the two-part tariff are the most reasonable choice,and the new pricing method is used to verify the economic indicators of the project.The application of the new method can ensure the interests of both the energy supply company and the user to the maximum extent,thereby promoting the application of residential cooling applications.
