The Budget Law stipulates that the People's Bank of China has the responsibility of managing the state treasury,which is the specialized agency for handling the revenue and expenditure of the state budget funds.Therefore,the State Treasury is an important department of the People's Bank of China,which bears the important responsibilities of absorbing and allocating state funds,issuing and paying government bonds,and is closely related to everyone's life.As a channel and link between finance,taxation,customs,financial institutions and local governments,the treasury departments of the grassroots central banks are imperative to improve the quality and efficiency of treasury fund operation.To achieve the above requirements,we need a high-quality talent team.Under the background of knowledge economy era,the concept of "people-oriented" is deeply rooted in the hearts of everyone.Employees are the core of the work.Only by respecting,trusting and relying on employees,can the enthusiasm and initiative of the employees be fully mobilized and the Treasury staffs make better contributions to the Treasury of the central bank.Therefore,the grass-roots treasury departments must fully understand the psychological needs of employees and the need to realize their self-worth,pay attention to employee satisfaction,in order to achieve the rapid development of grass-roots treasury.Firstly,this paper collects various evaluation indicators of the satisfaction degree of the employees of the grass-roots treasury departments through multi-party research,and determines the evaluation indicators of the satisfaction degree of the employees of the grass-roots treasury departments through the methods of expert estimation and Analytic Hierarchy Process.The evaluation indicators are set up quantitatively.Through the application of relevant theories,the evaluation index system of the satisfaction degree of the employees of the X City Treasury Department is established.Based on the construction of the index system of staff satisfaction evaluation in X City Treasury Department and the theory of staff satisfaction,a questionnaire of staff satisfaction in X City Treasury Department was designed with 91 employees in 21 treasury branches as samples.The results of the questionnaire were analyzed by data analysis,field investigation and problem analysis.The Treasury Department has a series of problems in employee satisfaction.From the aspects of promotion mechanism,salary system,talent development mechanism,work environment and Treasury culture construction,it puts forward some countermeasures to improve the satisfaction of grass-roots Treasury employees,so as to stimulate their enthusiasm for work,enhance their enthusiasm for work,and give full play to their inherent potential.Finally,the grass-roots Treasury will overcome the bottleneck of lack of innovation consciousness and initiative as consciousness,and realize the true sense of duty and responsibility,and provide more efficient and convenient services for the people's livelihood.
