Research On Performance Evaluation Of Military Project Based On KPI

As a national strategic industry,the national defense and military industry needs to continuously improve the level of military project management to achieve rapid development.As an important component of military project management,performance evaluation has received increasing attention in the process of vigorously promoting the integration of military and civilian in China.However,domestic and foreign scholars have relatively little research on the performance evaluation of military projects.The theoretical methods that can effectively guide the performance management of military industrial projects are still insufficient.How to apply current advanced knowledge of performance management theory to the performance appraisal of military projects,establish a scientific and effective performance appraisal system,improve the performance management level of military projects,have become the important issues for managers and expert scholars of military projects or military industrial enterprises.This thesis investigates and analyzes relevant theories and methods in the field of performance evaluation,analyzes and discusses the characteristics of military projects,the status of performance appraisal and existing problems,and demonstrates the importance and necessity of KPI performance appraisal in military projects.In view of the characteristics of military projects,this paper puts forward the principle of establishing KPI indicators for military projects,analyzes the impact factors of project performance,and constructs KPIs including project output,project process KPI,and project characteristics.KPI's comprehensive KPI performance indicator system with expert interview methods by combining the characteristics of military projects.In the end,this paper takes the xMW military project as a case and applies the fuzzy comprehensive evaluation method to the performance evaluation of the KPI index system proposed in this paper.The above research shows that the KPI model is a performance management method that is relative suitable for performance evaluation of military projects.The KPI performance indicator system for military projects needs to be adapted to the needs of military strategy.The establishment of a hierarchical,clear,quantifiable,and operable key performance indicator system is the focus of the performance evaluation of military projects.A good KPI assessment support system is conducive to the guiding role and incentive role of military project performance assessment.The innovation of this research is that the comprehensive KPI performance index system including project output KPI,project process KPI,and project characteristic KPI is built in close combination with the characteristics of military projects.In specific military project cases,with systematic analysis thinking,applying analytical and fuzzy comprehensive evaluation method,the performance appraisal plan,performance appraisal implementation,performance improvement and the use of performance results constitute a performance appraisal system of the circular management process,and put forward the military project performance improvement countermeasures.This study has a strong theoretical significance for improving the performance assessment of military projects and the performance management level of military projects.
