Since the reform and opening up more than 30 years ago,the rapid development of Chinese economy and real estate reform are inseparable.The real estate reform drives the market economy vigor,promotes the economic fast development,the city housing price also rises rapidly.In order to solve the contradiction between the housing needs of urban residents and the high housing prices,the state and local governments are vigorously developing the public rental housing market.The State Council issued the General Office of the State Council on speeding up the cultivation and development of housing rental market.Under the strong support of the national policy,Shenzhen has become one of the first pilot cities to carry out housing leasing.Shenzhen has also actively studied relevant policies,We will speed up the cultivation and development of the housing rental market.Shenzhen has made some achievements in the development of public rental housing,but there are also some difficulties and problems.This paper chooses public rental housing in Shenzhen as the research object,and carries out the research by finding,analyzing and solving problems.The first chapter is the introduction,which mainly elaborates the research background and significance,the research status at home and abroad,the research contents and objectives.On this basis,the main research ideas and the structure of the paper are put forward.The second chapter is the concept of public rental housing and related theories.Through the analysis of relevant literature and policies,the concept and three main characteristics of public rental housing are defined,and the theory of social security is elaborated.The third chapter introduces the policy measures and development status of public rental housing in Shenzhen,and first collects and collates the recent years.Shenzhen's policy on public rental housing in 2001 was interpreted in detail.Then,the construction and use of public rental housing in Shenzhen were introduced.Chapter IV is the main problems of public rental housing in Shenzhen.According to the three characteristics of public rental housing,three main problems of public rental housing in Shenzhen are analyzed.The fifth chapter is the experience and Enlightenment of public rental housing in developed countries or regions.The first two sections of this chapter introduce the formation and characteristics of public rental housing system in Hong Kong and Singapore respectively,and then summarize the Enlightenment of public rental housing system in Hong Kong and Singapore.Chapter 6 puts forward the countermeasures and suggestions for Shenzhen to provide public rental housing more effectively.Based on the analysis of the main problems mentioned above and the public rental housing system of Hong Kong and Singapore,it puts forward some suggestions for improving Shenzhen's public rental housing policy.Chapter 7 is the conclusion and prospect.Based on the study of the current situation and existing problems of public rental housing in Shenzhen,this paper finds that there are some problems in the source of project funds,operation mode and management system of public rental housing in Shenzhen.At the same time,drawing on the advanced experience of Singapore,Hong Kong and other regions,this paper proposes to cultivate the supply of housing rental market.Suggestions should be made on the subject,improving the management of public rental housing,increasing the construction and supply of rental housing,improving the legislation of rental housing,and strengthening the supervision of the housing rental market.
