The key whether the high-tech enterprises in the industry can maintain a high level of competence is the capability for scientific research and technology that is dependent on the R & D talents of an enterprise.Therefore,so the key to ensure the long-term healthy development of high-tech enterprises is to build or maintain a stable and efficient R & D team.The reality is that most of enterprises,especially high-tech enterprises are faced with the team management confusion,inefficiency,talent flow problem.In order to improve the efficiency in the use of resources,the management structure is a matrix form of organization or most high-tech enterprises in the case of multiple projects in parallel.In this form,very high demands are put forward to manage a R & D team: how to maintain good cross-department communication? How to ensure synergy between the team? How to ensure the synergies between teams? How to objectively evaluate the performance of R & D personnel in a project,and how to motivate them? These issues will become the problems which must be immediately considered and solved by each high-tech enterprise.Based on the study on the actual situation of the R & D team of a famous analytical instrument company(hereinafter referred to as AB company),the author presents a performance evaluation model for the matrix R&D organization.A comprehensive improvement program was put forward by constructing a performance indicator system,designing an evaluation model,and regulating assessment process,which provides a theoretical and empirical study for the matrix R & D organization to build a highly efficient,healthy,and stable R&D team.Based on the characteristics of the matrix R & D organization,and combined with organization management,project management,and incentive theory etc.,the problems of AB company,which needs to be solved urgently,were digged out by analyzing the management status and achievements of AB company R & D team.Second,through the questionnaire survey method,then-depth analysis of the current situation and problems of performance appraisal system of AB company lay the foundation for finding a solution to the problem.Third,through the in-depth analysis of internal projects and organization structure characteristics of AB company,quantifiable performance indicators,together with an anchoring behavior indicator,constitute the performance indicators of the R & D team.Simultaneously,in consideration of project and individual performance dimensions,a complete set of performance management system was formed.The enforceability of AB company's new performance appraisal system was guaranteed by way of example validated methods.The verification process further tease out the processes and methods guarantee the effective implementation of the performance appraisal system.In the process of verification,the process and method of ensuring the effective implementation of the performance appraisal system are sorted out.
