As the country's economic restructuring continues to evolve and the private economydevelops rapidly,the proportion of the total number of individual businesses employees is also increasing year by year.Although the current system has a new policy on the individual businesses employees participate in endowment insurance,a large number of individual businesses employees are still exists in the whole industry with flexible employment such as "temporary workers","short-term workers" and "part-time workers",and this part of the employees still under the pressure of paying full employee endowment insurance.Based on the actual situation in Panjin,this paper analyzes the questionnaire survey of the individual businesses employees taking the flexible employment status to participate in employee endowment insurance and the interview of the employees of social insurance agencies.Combined with the relevant literature materials of the statistics department and resources and social security department of Panjin,this paper sorts out the current difficulties faced by the individual businesses employees who participate in the employee endowment insurance as flexible employment and its origin,and puts forward the corresponding suggestions and measures.Through investigation,it is found that the current employee endowment insurance policy is still flaws in encouraging long payment,and even some subsequent policies directly harm the interests of some participants.Causes the phenomenon of "reverse choice" exists in flexible employment personnel,and the "middle age crisis" appeared in the system operation,the majority of flexible employment personnel choice pay less,later participation,even in the15 years before retirement began to participation.Therefore,to improve this problem,we need to start from two aspects: on the one hand,we need to reduce the current payment pressure for flexible employment personnel.The government should improve the existing payment base calculation method to make it more fair and also reflects the actual income level of flexible employment groups.At the same time,we must improve institutional support and fundamentally reduce the threshold of flexible employment groups.On the other hand,it is necessary to draw up a more feasible and effective incentive policy for participating in insurance,realize the real "long pay more and more pay more" of employee endowment insurance.
