The Government Guides Commercial Banks To Participate In PPP Project Research

In recent years,China's infrastructure construction has made great achievements.The mileage of highways and high-speed railways ranks first in the world,and infrastructure has increased the driving force for China's economic development.However,behind the continuous development of infrastructure construction,the numbers of default incidents of government financing platform are increasing year by year and infrastructure construction in the central and western regions mainly relies on the support of the central government.Some unfinished projects have become the focus of social scourge.The main reason for these problems is due to Insufficient government funding for infrastructure construction.In September 2014,the State Council issued the “Opinions on Strengthening Local Government Debt Management”,in which it proposed to promote the use of social capital cooperation model,namely PPP model,to encourage social capital to participate in public welfare with certain benefits through franchising and other means.It is a strong stimulant for the development of PPP mode in China.Commercial banks are an important part of China's market economy and financial system.They provide financial support for economic development and are the main carriers for financial participation in market economy construction.With the rapid development of PPP model,the government should guide commercial banks to gradually participate in PPP projects and make it an important part of the development of PPP model and an important part of the PPP project construction.This paper combines the current policy of the government and the actual situation of commercial banks,the theory and practice to explore,to achieve the combination of theory and application,and to enrich the theoretical analysis of PPP related research.This study has certain theoretical and practical significance.The full text study has six parts.The first part is the introduction,which introduces the background of the topic,the significance of the topic,the research summary,the research methods,the innovation and the insufficiency.The second part is the definition and the theoretical basis of the concept,and discusses the core concepts and theories involved in the thesis.The third part is the significance and main ideas of commercial banks participating in PPP projects.The fourth part is the SWOT analysis of commercial banks participating in government PPP projects,from four aspects of strengths,weaknesses,opportunities and challenges.The fifth part is the measures and main achievements of Inner Mongolia government guiding commercial banks to participate in PPP projects.The sixth part is the analysis of the problems and causes of the participation of commercial banks in PPP projects by the Inner Mongolia government.Finally,it puts forward countermeasures and suggestions for government to guide commercial banks to participate in PPP projects.
