Study On Financial Support For Modern Agricultural Development In Qianwei County,Sichuan Province

Since 2004,14 consecutive Central Committee No.1 documents have wanted to solve problems such as "agriculture,agriculture,rural areas," "agricultural modernization," and "structural reforms on the supply side of agriculture." It is of great practical significance to study how to use fiscal policy and financial weapon to realize the rapid and healthy development of agricultural modernization in underdeveloped counties in western China.On the basis of previous studies,this paper adopts the methods of literature research and data analysis,and conducts field research on relevant government agencies,financial institutions,and regulatory agencies in Qianwei County.Having collated and analyzed local statistical yearbooks,county government work reports,annual bank summaries,and research materials and data of regulatory agencies,and visited local modern agricultural operators with local characteristics,The relevant data and charts of local finance and finance supporting the county's modern agricultural development are analyzed and made,and the following basic conclusions are drawn.(1)Financial support for modern agriculture is diverse,but the scale of support is relatively limited;(2)Financial support for modern agriculture continues to grow,but supply still can not meet demand;(3)Monetary policy in the financial sector is better used,but fiscal policy is limited by insufficient fiscal funds and is relatively limited in use.According to the questions and conclusions,this paper puts forward the policy enlightenment.First,it is recommended that the government should maintain the continuity of its financial support policies.It should not only pool all funds and increase financial support for modern agricultural sectors,but also encourage financial institutions to vigorously carry out R&D and innovation of agricultural credit products to continuously meet the needs of modern agricultural development financial support.Second,it is proposed that the large state-owned banks should help the landing of the National agricultural support policy in terms of the total amount and effectiveness of credit delivery,and joint-stock banks actively increase service outlets and improve the quality of service in modern agricultural areas.Third,we suggest that financial institutions make use of their own advantages,tap the internal driving force,assist agricultural enterprises in improving their own management,make full use of frontier financial methods such as government credit enhancement,and speed up the handling of financial services,so as to give full play to the financial support for agriculture.
