| Vegetables occupy an important position in the national life,but their prices fluctuate significantly,and the phenomenon of “food and vegetables hurt farmers” is serious.Traditional agricultural insurance can not guarantee the market risk of vegetable products,realize the sustained and stable development of the vegetable industry,and ensure the long-term effective supply of vegetable products.It has become an urgent problem to be solved.In this context,the government has introduced a series of price adjustment measures,proposing to gradually establish a target price system for agricultural products and exploring the target price insurance program for agricultural products.Since Shanghai started its vegetable cost price insurance for the first time in 2011,various regions have started trials of vegetable price insurance.Chengdu is the main producing area of vegetables in China.Vegetable production and trade volume are large.Vegetable prices are characterized by “high season in the off-season and plummeting in the busy season”.The problem of “vegetable food crops hurt farmers” is particularly evident.In order to alleviate this phenomenon,Chengdu began exploring the policy-based vegetable price index insurance in 2013.This article discusses the implementation background and necessity of policy vegetable price index insurance in Chengdu,analyzes the implementation status of Chengdu’s vegetable price index insurance,and at the same time confirms the preliminary results achieved,it also finds problems in the pilot process.Through the investigation of the participating vegetable growing households in the experimental areas in Chengdu,a policy implementation effect evaluation index system was established to implement the policy-oriented vegetable price index insurance in Chengdu in terms of insurance satisfaction,production enthusiasm,and risk awareness incentives.Evaluate,use entropy weight method and topsis model to conduct empirical analysis,and put forward corresponding countermeasures and suggestions based on the research conclusions obtained,aiming at enriching the research status of vegetable price index insurance,and making further adjustments to the government’s insurance policy on vegetable price index.Improve the provision of ideas and suggestions.The main findings of this paper are as follows:(1)The implementation of Chengdu City’s vegetable price index insurance policy helps participating vegetable growers to resume production after experiencing price risks,which,to a certain extent,eases the phenomenon of “vegetarian farmers hurting farmers” but has limited effects.(2)Based on the comprehensive evaluation,the results of Chengdu City’s vegetable price index insurance implementation are as follows: vegetable production enthusiasm> risk awareness incentive> policy satisfaction(3)Evaluation of the implementation effect of vegetable price index insurance by participating farmers of different planting scales In general,large-scale vegetable growers> medium-scale growers> small-scale growers.In order to promote the improvement and improvement of Chengdu’s vegetable price index insurance,achieve the final policy objectives,restore vegetable vegetable production enthusiasm,stabilize the supply of vegetables,and “grower” for vegetable farmers.According to the research conclusions,the following countermeasures are proposed:(1)Different scales of business entities set up differentiated insurance clauses;(2)Adapted to the actual conditions of each region,adjusted the varieties of underwritten vegetables,and improved the price information collection and release system;(3)Intensified government work supervision and inspection to ensure that the compensation is fair and transparent;4)Strengthen propaganda,mobilize vegetable growers to participate in insurance enthusiasm;(5)Improve the financial investment mechanism and include vegetable price index insurance into the central government subsidies. |
