Study On The Sustainable Development Of Rural Collective Economy In Tongchuan District

In the nineteen major reports,the general secretary of Xi has put forward the great strategic concept of "Rural Revitalization" from the strategic focus on the "three rural" issues.It reports that "strengthening the collective economy" is one of the important measures to promote the implementation of the "Rural Revitalization" strategy.In the new era,the development of a new rural collective economy will help to solve the problem of increasing farmers' income,realize the modernization of agriculture and the beautiful development of the countryside,and build a well-off society in an all-round way.Under this background,the collective economy has entered a new round of development,and Sichuan province has decided to complete the overall arrangement of the reform of the rural system in 3 years.Therefore,this paper takes the Tongchuan District,which took the lead in the poverty alleviation and cap in Dazhou in 2017 as the target.Through the investigation of the development of the collective economy of 25 poor villages and 25 non poor villages in Tongchuan District,this paper describes and analyzes the current situation of the rural collective economy development and the sustainable development ability in the Tongchuan District,summarizes the related experiences and problems,and puts forward relevant policy suggestions.This paper makes a statistical analysis of the basic situation of the collective economy in Tongchuan District,financing,industrial development,organization and management,and financial system.It summarizes the development of rural service industry,the discount of funds in the project,the development of the marketing service,the establishment of the real economy and so on,and the evaluation of the sustainable development ability of the rural collective economy in the Tongchuan District by the AHP hierarchy process.Based on the investigation,the following problems are found in the rural collective economic development in Tongchuan area: the shortage of talents in the rural collective economic organization,the poor industrial sustainability of the rural collective economy,the rigidity of the collective economic incentive system,the lagof the system construction,the large difficulties in the market docking of the rural collective economic organizations,the single financing channels and the collective economic organization.The development of collective economy is quite uneven between poor and poor villages.According to the existing problems,this paper puts forward a team of talents including improving the treatment of talents,developing and expanding the collective economy,encouraging the village collective to develop the characteristic industry according to local conditions,deepening the reform of equity,increasing the financial aid to the collective economy,and weighing the policy support of the poor village and the non poor village.
