Research On The PPP Model And Its Operating Mechanism Of Chinese Youth Palace

It has been proposed to encourage cooperation between the government and the social capital in the third Plenary Session of the 18 th CPC Central Committee.Gradually,the PPP model was widely used in the field of public service.Chinese Youth Palace is an important place to provide public education services.In the process of promoting the institutional reform of Chinese Youth Palace,the PPP model provides new ideas.The thesis analyzes the current development of the PPP model of Chinese Youth Palace,compares the development of the abroad and domestic PPP model of Chinese Youth Palace,and summarizes existing problems.Moreover,the thesis constructs the evolutionary game model to analyze the operating mechanism of the PPP model of Chinese Youth Palace and puts forward suggestions.This thesis is divided into six sections as following:Section 1.Introduction.The thesis briefly introduces the research background,purpose and significance,analyzes the research status at home and abroad,determines the contents and methods of the research,and expounds the innovation points of the thesis.Section 2.The definition of the related concepts and theoretical basis.The thesis defines the Chinese Youth Palace and the PPP model of Chinese Youth Palace,and arranges the theoretical basis.Section 3.The analysis of the status quo of the PPP model of Chinese Youth Palace.The thesis analyzes the development status of Chinese Youth Palace and the PPP model of Chinese Youth Palace,compares the PPP models of the Youth Palace at home and abroad,and summarizes the problems in the development of the PPP model of Chinese Youth Palace.Section 4.Research on the operating mechanism of the PPP model of Chinese Youth Palace.The thesis constructs the game model of the PPP mode of Chinese Youth Palace by evolutionary game,then,calculates and analyzes the results.According to the game results,the thesis analyzes the operating mechanism of the PPP model of Chinese Youth Palace.Section 5.The development proposal of the PPP model of Chinese Youth Palace.Basing on the analysis of the current situation and operating mechanism of the PPP model of Chinese Youth Palace,suggestions for the development are put forward from the perspective of governmental departments,private sectors,adolescents and parents.Section 6.Research conclusions and the future prospect.The thesis summarizes the research results and points out the shortcomings and prospects.In the end,the research draws the following conclusions.There are some major difficulties in the development of the PPP model of Chinese Youth Palace such as cooperation partners choosing difficulties,inadequate incentives and supervision and unreasonable risk sharing.According to the game results of the evolution,factors of the private sector's reputation income,speculative profit,the loss of government supervision and punishment,the public sector's supervision cost and incentive measures and the cooperation risks of both sectors will affect the strategy choices of both public and private.Besides,the thesis analyzes the operating mechanism of PPP model of Chinese Youth Palace and puts forward development proposals according to the results of the game.
