Research On Wuhan’s Fiscal Expenditure Performance From The Perspective Of Sustainable Development（1996-2016）

Fiscal management is the basic work of public management.In the 40 years of reform and opening up,great change has taken place in Wuhan’s fiscal expenditure,and people have paid more and more attention to fiscal expenditure efficiency.And the efficiency of fiscal expenditure promoting sustainable development has become focus after the strategy of sustainable development was established.Researching Wuhan’s fiscal expenditure performance from the perspective of sustainable development is vital to promoting fiscal expenditure reform,raising fiscal expenditure efficiency and advancing sustainable development.Based on the concepts of fiscal expenditure efficiency、sustainable development,and fiscal function theory、market failure theory、government failure theory and new public management theory,the paper aims to analyse how the fiscal expenditure performed during 1996 and 2016,and analyses the constraint factor of fiscal expenditure performance’s rise,and then offers proposals about how to enhance the fiscal expenditure performance.First of all,by the input-output ratio method and the DEA-Malmquist index method,the paper analyses how the fiscal expenditure performed during 1996 and 2016,from the aspect of sustainable development.It finds out that in this period the fiscal expenditure performance declined continuously on the whole,but ascended in recent years.And then,the paper analyses the constraint factor of fiscal expenditure performance,including:firstly,the outward economic development is inadequate;secondly,the structure of fiscal expenditure is unoptimal;thirdly,the financial power’s normalization is not high;forthly,there are deficiencies in decision-making mechanism;fifthly,the government’s performance view is not in line with sustainable development view;sixthly,there are problems on fiscal expenditure use,and so on.Consequently,the paper offers proposals about how to enhance the fiscal expenditure performance,including:firstly,strongly supporting outward economic development;secondly,improving the fiscal expenditure decision-making mechanism;thirdly,strengthening the management of fiscal budget;forthly,optimizing the structure of fiscal expenditure;fifthly,innovating fiscal expenditure performance evaluation,and so on.
