Guizhou Provincial Finance And Economic Study On Sustainable Development

Fiscal revenue is determined by the economy and the development of economy is the source of the fiscal revenue, so, the slow development of national economy must lead to decrease the national fiscal revenue. The growth of fiscal revenue concerns the economic development and social stability of a country or a regional. Fiscal as a government economic behavior, it is responsible for allocation of resources,revenue distribution and economic stability. Under condition of market default,market imperfection or the market operation is inefficient, fiscal can play a dynamic role on the economy through the control functions of tax and financial expenditure. Fiscal revenue and expenditure in a country can have effect the sustainable development of economy, the sustainable development of economy is also very important to stable fiscal revenue. The current economic policy of china is during the transition period, some policies and system factors are still unstable, the finance and taxation policy is during adjusting and converting, at the meantime, China's entry into WTO will bring opportunities and challenges to every field, so ,the point of this paper is how to adjust economic structure, how to develop the pillar industry of tax, how to stable and increase the national fiscal revenue and drive the economy to keep growing in a healthy way.This paper applies a economic model of GDP and fiscal revenue building by economic development index and fiscal index to research the fiscal and sustainable development of economy using some qualitatively and quantitatively combined methods with emphasis on the fiscal revenue. The evidences obtained in our research shows that there is strongly positive correlation between the economy and fiscal revenue in GuiZhou Province. Moreover, the different sectors where the economic growth shows have an influence upon the volumes of the fiscal revenue of Guizhou and the fiscal expenditure structure influences the structure and quality of economic growth. It is in this framework that mis paper researches in the sustainable development of the fiscal revenue and the economy of GuiZhou Province.
