| In 2018,the "No.1 Document" of the Central Committee,that is,the "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Rural Revitalization Strategy" pointed out that the implementation of the rural revitalization strategy must adhere to the peasant’s dominant position.The peasants are the main body of the rural revitalization strategy,and the improvement of the peasants’ scientific and technological quality is the premise and basis for the smooth implementation of the rural revitalization strategy.In the current reality that farmers’ education level is generally lower than that of urban residents,in order to improve farmers’ scientific and technological quality and agricultural technical skills,the central government and provincial,municipal,county,and town governments have supported and organized a large number of agricultural science and technology training project.Fushun County belongs to the agricultural county.In 2016,it was listed as the new type of professional peasant cultivation project in the province by the Provincial Agricultural Committee and the Provincial Department of Finance.The Fushun County Government has put forward corresponding policies and measures to “have long been a high-quality new agricultural business entity.Towards the goal,we will focus on cultivating a large number of new professional farmers.Therefore,this article will take Fushun County as an example for analysis.In summary,the question raised in this paper is the current status of farmers participating in science and technology training in Fushun County.What is the willingness of farmers to participate in agricultural science and technology training? What factors affect and restrict farmers’ participation in agricultural science and technology training? And on this basis,put forward corresponding policy recommendations.In order to achieve the above research objectives,this study intends to design the following aspects of research: First,the status quo and problems of farmers participating in science and technology training in Fushun County.Second,the analysis of the influencing factors of farmers’ willingness to participate in agricultural science and technology training.Third,the policy recommendations for improving agricultural science and technology training from the perspective of farmers.The research findings in this paper: First,from the review of this article,only 129 farmers participated in agricultural science and technology training in the survey sample,the ratio was 26.59%.From the perspective of the complexity and difficulty of agricultural science and technology training,more than one-quarter of the training ratio can be said to have achieved great results.At the same time,from the survey results,326 farmers are willing to participate in agricultural science and technology training,accounting for 67.22%.Secondly,from the sample proportion of agricultural science and technology training personnel participating in agricultural science and technology training venues,those who participate in agricultural science and technology training are still willing to choose to participate in agricultural science and technology training.From the farmer’s wishes,it is agreed that more farmers choose to receive agricultural science and technology training from the village,and 276 people are willing to participate in the training from the village,accounting for 84.66% of the sample,followed by the number of people who are willing to receive agricultural science and technology training in the township.For 36 people,it reached 11.04%.Once again,the number of people who are willing to participate in agricultural science and technology training in the county is 11 people,reaching 3.37%.Thirdly,from the participation of agricultural science and technology trainers in agricultural science and technology training,the agricultural science and technology training of farmers in Fushun County mainly includes agricultural production technology,agricultural management variety selection,farm management,aquaculture variety selection,other agricultural management techniques,agricultural products,processing and marketing techniques and other agriculture-related technologies.In terms of training intentions,traditional agricultural production techniques are still popular,but a considerable number of farmers have begun to try to accept the initial processing and marketing techniques of agricultural products,indicating that farmers have realized that agricultural added value is large and primary processing can increase income.Fourth,the agricultural science and technology training in Fushun County has the following problems: First,there is still a certain distance between the content of agricultural science and technology training and actual demand;secondly,the way of agricultural science and technology training is not convenient,mainly reflected in the time period and location of training.Again,the information transmission of agricultural science and technology training is not timely and inaccurate;secondly,the government’s agricultural science and technology training is insufficiently invested,and relevant supporting measures need to be improved;finally,the role of grassroots farmers’ cooperative economic organizations in the participation of farmers in agricultural science and technology training has not been effectively exerted..Fifth,there is a significant positive correlation between age and training.There is no significant correlation between farming experience and participation in training.It is the farmer of party members.The probability of participating in agricultural science and technology training is greater.The social network and participation in training are significant.There is no significant correlation between the size of the family labor force and whether or not to participate in the training(1% significance level).There is a significant correlation between the scale of the agricultural operation of the farmer households and whether or not to participate in the training(5% of the level of significance).There is no significant correlation between non-agricultural business experience and participation in training(1% significance level),whether there is a significant correlation(5% significance level)with whether or not to participate in agricultural cooperative economic organizations,whether or not to participate in training,There was a significant correlation(1% of the level of significance)in the training,and there was no significant correlation between the content of agricultural science and technology training and participation in training(5% of the level of significance).Finally,in response to the above findings,this study proposes three related policy recommendations:First,further strengthen the education of farmers and increase the level of human capital of farmers.Second,further strengthen the professional cooperative economic development of farmers and promote the smooth development of agricultural science and technology training.Third,improve the methods,contents and forms of agricultural science and technology training,and promote the diversification of supply subjects and diversification of supply methods for agricultural science and technology training. |
