With the development of financial globalization and the emergence of financial innovation,the risk faced by commercial banks is becoming increasingly complex and severe.The Basel New Capital Accord proposes new risk measurement norms and standards,which allow banks to use their own internal rating system to measure credit risk.The internal rating method can more sensitively measure credit risk and changes.The calculated minimum capital requirement may also be lower than the standard method.This is not only the new content of the new capital agreement,but also the development trend of bank risk measurement and management in the future.Under the influence of external environmental changes and modern regulatory requirements,the risk management model of commercial banks has undergone qualitative changes,from the original asset risk management model and debt risk management model to a comprehensive risk management model.As an important basic tool for comprehensive risk management and implementation of the new Basel Accord internal rating method,customer credit rating will play an increasingly important role in bank risk management.In response to the increasingly complex risk environment and competitive situation,domestic commercial banks draw on the experience of international advanced banks,develop and construct an internal rating system,and gradually transform into the internal rating method to establish and improve a comprehensive risk management system.After years of construction,implementation and optimization,the rating system of the banks has been improved.However,small and medium-sized banks have started the construction of the rating system relatively late due to some technical factors and various other factors,so there is still a certain gap form the advanced banks.In this paper,the author takes the small and medium-sized bank,Chengdu X Bank,as an example,uses the literature review method,comparative research method,qualitative analysis method and empirical research method to analyze the construction and optimization of the client rating system of the Chengdu X bank based on internal rating theory in the New Basel Accord and the other relevant theory of commercial bank risk management.Through the analysis,the paper is expected to provide references for other small and medium-sized banks in terms of establishing and improving the customer rating system.This paper starts with the introduction of the relevant concepts of the rating system and the research status of domestic and foreign commercial banks' credit ratings,briefly expounds the contents of the New Basel Accord internal rating method,clarifies the role of credit rating in bank risk management,and then explains the improvement of Chengdu X Bank's customer rating system and its significance.Through a detailed analysis of the current status of Chengdu X Bank's customer rating system,it points out the problems existing in the existing customer rating system.For example,the bank's internal system is not perfect,resulting in the ineffectiveness of the rating system.The lack of supporting system construction leads to insufficient support for the information system and the problems in the quality of data rating.Moreover,personnel problems contribute to the poor performance of ratings,as well as other problems such like the flaws in the model itself.Finally,conclusion is drawn to provide optimization suggestions.From a macro level analysis,the state should improve relevant financial legislation,strengthen banking supervision and market constraints,and promote the development of credit ratings of commercial banks.From the internal analysis of the bank,the bank should improve the rating system to ensure the independent and stable operation of the rating system;it should improve the construction of the rating supporting system,particularly,the comprehensiveness of the information system and data quality;it should strengthen the construction of the rating staff to ensure the effectiveness of the rating execution;it also should further optimize the rating model to solve the problems such as high frequency and intensity of rating overturning,so as to enhance the rating performance.Since the rating system of Chengdu X Bank is the initiative stage,this paper does not cover the analysis of the debt rating system.In addition,due to the limited accumulation of customer data in Chengdu X Bank,the suggestions of the model optimization proposed by this paper may be inadequate in applicability.
