Research On Operation Risk Management Of H Venture Capital Fund With Government Guidance Fund Participation

In the context of promoting "mass entrepreneurship and innovation",as a supplement to the social capital,our local governments are using the experience of foreign investment to form a government guidance fund,using the public finance to pull the social capital together to form a venture capital fund,and indirectly to invest in a startup.How to set up an effective risk management system of the venture capital fund with government guiding fund equity participation is the key to improve the utilization efficiency of government funds and ensure the safety of investors' funds.This paper discusses the risk identification,risk management and risk control of H venture capital guided by the government through three practical cases of H venture capital.This paper introduces and analyzes the differences between venture capital funds with government guidance fund participation and traditional venture capital funds,introduces the operation and risk status quo of H venture capital,and analyzes the problems existing in the risk management of H venture capital in various stages of investment activities through three cases of actual problems in the past investment of H capital: problems in pre-investment decision-making,problems in post-investment supervision,problems in legal documents when the investment exits,and so on.And then I want to focus on the cause of the problem in the three stages,and the final approach to the risk control of the H venture capital.Through the recognition of possible risks,establish suitable for risk evaluation model of H venture capital,according to the model to quantify the risk of a single enterprise to prevent,combined with "to provide value-added services instead of blindly supervision",we have discussed the layout of H venture capital and the strategies for the risk control of the H venture capital.Based on H capital as a case study,explore H venture capital operation and risk management related issues,to enrich the H capital risk control system,its maturity,provide theoretical guidance for the follow-up investment activity,the organic combination of government supervision and risk control,greatly improving the efficiency of government funds,and ensure the safety of the public finance.
