| Urban agglomeration is a spatial expression of urban development to a higher stage. Its development level can reflect the comprehensive strength of a country to a certain extent. Therefore, countries around the world actively guide the development of urban agglomerations to promote regional coordination and enhance the overall strength of the country.China is also actively promoting the group-based development of the city, forming a cluster of cities of different sizes in the space. The Beibu Gulf urban agglomeration is backed by the southwestern part of the motherland, adjacent to Guangdong,Hong Kong and Macao, and facing Southeast Asia.It is a meeting area open along the coast of China and has a good geographical advantage. However, the previous Beibu Gulf plan only included some cities in Guangxi.Since Guangxi’s economic base has been relatively weak,it is difficult to fully utilize the advantages of the entire Beibu Gulf area by relying on some cities in Guangxi alone. In 2017,the Beibu Gulf Urban Agglomeration Development Plan included some cities in Guangdong and Hainan Provinces into the Beibu Gulf urban agglomeration. Now the entire Beibu Gulf urban agglomeration is divided into two provinces and an autonomous region. The key issue arises is how to optimize the spatial layout of the Beibu Gulf urban agglomeration to form a hierarchical urban system,so that resource elements flow in an orderly manner between cities, and achieve a reasonable division of labor between cities of all levels. The study of these problems has certain theoretical and practical significance on how to give full play to the advantages of the entire Beibu Gulf urban agglomeration and how to build the Beibu Gulf urban agglomeration. Therefore, this paper studies the newly-planned Beibu Gulf urban agglomeration from the perspective of spatial structure optimization. The research contents are as follows:Firstly,by combing the domestic and foreign scholars’ research on the spatial structure of urban agglomerations and the basic theories of spatial structure of urban agglomerations, the theoretical analysis framework for spatial structure optimization of urban agglomerations is constructed, including the connotation and objectives of urban agglomeration spatial structure optimization, the main content of urban agglomeration spatial structure optimization, and the mechanism of urban agglomeration spatial structure optimization.Secondly, the paper analyzes the spatial structure characteristics of Beibu Gulf urban agglomeration from the four dimensions of urban scale structure, spatial interaction structure, spatial agglomeration form and functional division structure. The first degree rule and the urban pyramid are used to calculate and analyze the scale characteristics of the Beibu Gulf urban agglomeration spatial structure. The gravity model is used to calculate and analyze the interaction characteristics of the Beibu Gulf urban agglomeration, including the influence of the city, the degree of impact and the strength of the connection between cities.Using social network analysis to measure and analyze the spatial agglomeration patterns of the Beibu Gulf urban agglomeration, including the overall network density, concentration trend, circle structure and factional structure analysis.Using the Nelson classification method to calculate and analyze the Beibu Gulf urban agglomeration Division of labor characteristics. The calculation and analysis found that the Beibu Gulf urban agglomeration is in the formation stage, the first city is still developing, and the urban group is initially formed, showing the spatial circle pattern of “core + half edge + edge”.The overall spatial distribution structure is “丁”,while the closely related cities are “anti 6”.In terms of structural level, the number of cities is generally small and the development is still relatively weak. The medium-sized cities have not been developed correspondingly, and the proportion of cities is not coordinated. In terms of functional coordination, the industrial division of the Beibu Gulf urban agglomeration has a certain foundation, but the degree of specialization is still low,and the industrial division of labor is not clear. In terms of the closeness of spatial connection, the Beibu Gulf urban agglomeration has not yet formed a hierarchical and orderly spatial connection feature, and the spatial connection structure between cities is relatively scattered. In terms of urban open cooperation, the Beibu Gulf urban agglomeration is facing administrative barriers and how to carry out extensive collaborative links with surrounding areas because of spanning two provinces and an autonomous region, and a special geographical location. In terms of spatial integration, the network density of the Beibu Gulf urban agglomeration is still relatively low,and the overall cohesion is still insufficient. However, other cities mainly connect with the three core cities of Nanning,Haikou and Zhanjiang, while Chongzuo and Maoming are important node cities connecting core cities and other cities. As the central city of the Beibu Gulf urban agglomeration,Nanning is not in the center of the entire urban agglomeration. It will has a certain impact on the radiation belts of other distant cities,so the Beibu Gulf urban agglomeration is more suitable for the development of multi-polar driving mode. Then, aiming at the characteristics and existing deficiencies of the spatial structure of the Beibu Gulf urban agglomeration,in order to achieve the goal of building an urban agglomeration with rich structural levels, coordinated functions, close spatial connections, urban open cooperation, and spatial network integration,an optimized gradient is proposed. The optimization path is based on optimizing the gradient level, strengthening the spatial connection as the foundation, focusing on the cluster development model, relying on the construction of an open environment, and improving the coordination mechanism. Finally,in order to ensure the smooth implementation of the optimization path and achieve the goal of optimizing the spatial structure of the Beibu Gulf urban agglomeration,as the main body to promote the optimization process, the government must provide a series of comprehensive policy measures. Therefore, this chapter proposes relevant policy recommendations. |
