Research On The Financial Poverty Alleviation Policy Of Zaozhuang City

The report of the 19 th CPC national congress stressed that from now to the year 2020,China has entered a decisive period in building a moderately prosperous society in all respects,and it is an imperative task to lift all the rural poor out of poverty.In the process of poverty alleviation and development in the new age,financial instruments are being the preferred tools to balance regional development,leverage financial resources and promoting poverty alleviation as the core of resource allocation in modern economy.In recent years,in order to further activate rural financial resources and improve the efficiency of poverty alleviation,Zaozhuang city promulgate new working mechanism which can promote financial poverty alleviation by use of monetary and credit policy.Thus,a systematic study of the policy and its implementation in Zaozhuang will be helpful to enrich the theory of financial poverty alleviation in China,and to seek the focus and breakthrough for further improving the policy effect.This thesis first elaborated several related concepts of financial poverty alleviation,And clarify the development of relevant theories.And then summarize the current monetary polices and credit ones in Zaozhuang,points out the shortcomings based on the VAR model analysis of macroeconomic and financial data.The causes of the problems above are analyzed from three aspects: rural industrial environment,financial intermediary and policy itself.Lastly,the thesis puts forward four improvement suggestions about the financial poverty alleviation policy,which includes to realize the joint development of financial and industrial poverty alleviation,to realize a mechanism for complementing policy-based finance with commercial finance,to realize the mode innovation of monetary and credit policy and to realize the efficient combination of financial resources and policy resources.
