| In recent years,the economic and social development of Wujin District of Changzhou City has been steadily improving,and various social security systems have been constantly improving.The pension insurance coverage of enterprise employees in the social insurance system of our country is the most extensive and comprehensive.It is the most important part of the social security system of our country.It is closely related to the daily life of residents and has received extensive attention from all walks of life.This paper takes the enterprise employees’ endowment insurance in Wujin District of Changzhou City as the research object.Through long-term research and practice,some innovative measures have been found out in the operation of the enterprise employees’ endowment insurance in Wujin District and gratifying results have been achieved.However,with the intensification of social aging in Wujin District,the imbalance of pension fund income and expenditure,the increasingly arduous task of enlarging insurance coverage,the overall low pension benefits for employees,the overburdens of enterprises and employees’ pension insurance contributions,and the inadequate ability of social insurance services,etc.,there is an urgent need for us to carefully analyze and summarize the existing practices and experiences and to find out their origins.Because of the inadequate supervision of social security,the insufficient awareness of workers’ participation and rights protection,the unreasonable setting of enterprise employees’ pension insurance contribution rate,the lack of core competitiveness of local enterprises,the defect of pension calculation method,the unreal base of workers’ pension insurance contribution,the aggravation of population aging,the imperfect pension fund system and the large amount of social insurance business,it is related.Professional personnel training and inadequate reserves and other aspects.Finally,the paper puts forward some countermeasures to further improve the construction of enterprise employees’ endowment insurance in Wujin District of Changzhou City,and suggests strengthening the propaganda of social security policy,strengthening the collection and auditing of social security,increasing the participation rate,completing the work of expanding social insurance coverage,properly and reasonably reducing the premium rate of enterprise employees’ endowment insurance,encouraging the upgrading of enterprise technology andmanagement,reducing the burden of enterprises,and improving enterprises’ endowment insurance coverage.Core competitiveness? Suggestions on Reform of pension calculation methods,improvement of pension adjustment mechanism,and ultimately guarantee pension benefits of retired workers by fulfilling their contribution base? Measures such as strengthening the collection and management of social security funds,improving the overall level of pension funds,implementing flexible deferred retirement measures,prolonging the minimum payment period of employees,establishing and improving enterprise annuity system,etc.To ensure the healthy,rational and sustainable operation of pension funds,to develop and innovate the operation mode of social security business,to strengthen the team building and optimize the talent structure,and ultimately to improve the service level of social security business.The effective implementation of enterprise employees’ pension insurance has played an important role in maintaining social stability and guaranteeing people’s livelihood,fundamentally guaranteeing the basic livelihood of the majority of enterprise employees after retirement.The exploration and practice of enterprise employees’ pension insurance in Wujin District need to straighten out the reform ideas step by step,orientate the reform direction,and ultimately establish and improve the enterprise employees’ pension insurance system with wide coverage of the target population,high security of pension benefits,efficient and convenient management and sustainable fund operation. |
