The referenced standards become the primary concern in any cross-countries projects since the qualified player must achieve the requiring standards,but the understanding in standards system of partner country is very complicated issues with many relating factors.Recently,Thailand and China have several cross-countries project especially project under the Belt and Road Initiative(BRI).One belt,one road aims to break down the barrier and promote co-operation between nations.Ministry of Science and Technologies of the People's Republic of China(MOST)initiated projects to simplify the decision making of partner country to adopt and accept cross-countries standards.This thesis is based on the MOST's problems.The study aims to provide a new approach to crosscountries standards adoption(CSA)'s study by generating a framework to orderly simplify CSA's factors.CSA studies in several fields along the International classification of standards(ICS)were reviewed.The framework was generated by identifying possible CSA's factors with indicators in the studies.The framework was applied to study the overview of CSA's potential of China and South-East Asia countries.Finally,the framework was extended to identify the driver and barrier for Chinese standards in ThaiChina High-speed railway project.There are 27 possible CSA's factors in this framework.The overview for CSA in China and South-East Asia were identified and discussed orderly by factor's indicators.The result of overview study provides the preliminary study for the further studies which conduct in the range of CSA in China and ASEAN countries.Regards to Thai-China High-speed railway project,“Domestic Standardization Barrier”,“Financial and Budget Barrier”,and “Legislative Barrier” are identified as possible barriers by groups of CSA's factors.The application of the framework in a particular standard requires the factorimpact study which has been conducted by evident analysis through the case study,but in this thesis,its only limit for railway standards in Thailand.Further research is recommended to apply the framework in other fields of standards.The quantitative analysis of remain CSA's factors in Thai-China High-speed railway project can be conducted to increase the accuracy of the result.
