Research On Reclamation Standard Of Temporary Land Use For Construction Project In Hunan Province

At present,land reclamation in China mainly includes the reclamation of production and construction projects,natural disasters and historically damaged land.With the rapid development of China's social economy and the rapid construction of all kinds of construction projects,the problem of inadequate reclamation of temporary land use damaged by construction projects in the process of construction is increasingly prominent.The consequence is that the local ecological environment has been destroyed,the smooth progress of agricultural production has been affected,and the image of the Party and the government has been seriously affected,leading to the conflicts between cadres and masses.Therefore,strengthening the reclamation and restoration after temporary land use damaged should become one of the important work of the project construction unit and the local Party and government.However,how to scientifically and reasonably reclamation after temporary land use damaged to meet the subsequent land use requirements,reclamation measures should reach what kind of construction standards to make land resources sustainable use,and so on,the theoretical circle is still repeatedly studied.This paper takes Hunan Province as the research scope,takes temporary land use for construction projects as the research object,uses the theory of ecological restoration and reconstruction,sustainabledevelopment and landscape ecology,uses the sample analysis method and the combination of empirical and normative research method,systematically combs and analyses the reclamation and restoration of temporary land use damaged by construction projects in Hunan Province,combining with the current construction standards of land reclamation,set up reclamation standard of temporary land use for construction project in Hunan Province,provides technical reference to the design,use,construction and acceptance of temporary land use in the construction process of construction project.This article establishes reclamation standard of temporary land use for construction project in Hunan Province including two components.First is to build the temporary land use reclamation system of construction projects,through data collection and field survey of temporary land use reclamation schemes for construction project in Hunan Province in recent three years,summary of temporary land use,damage and reclamation status,with reference to relevant standards and specifications,sort out the type system of temporary land use for construction project,builds the damaged system and reclamation measures system of temporary land use for construction project.The second is to determine the standard of temporary land use reclamation.According to the research on the reclamation system of temporary land use,it is difficult to unify the reclamation measures andthe reclamation quality requirements for temporary land use due to the differences in the damage of temporary land use,the utilization direction of reclamation land,environment and infrastructure.Combined with the above factors,this paper makes a statistical analysis of the actual reclamation measures and quality requirements of samples,compares national and local standards and industrial standards related to land reclamation,and finally divides and determines the reclamation standard of temporary land use for construction projects from the perspective of temporary land use reclamation measures.
