Under the impetus of scientific and technological revolution and economic globalization,international division of labor has been refined and international production has been expanding.Processing trade has gradually become an important way for all countries in the world to participate in international division of labor.Processing trade,as the most direct way for China to undertake international industrial transfer and integrate into the world economy,is an indispensable pillar of China’s export-oriented economic development.It plays an important role in utilizing foreign capital,stabilizing employment,promoting industrial optimization and driving economic growth.Xinjiang is located in the hinterland of Eurasia,far from the center of economic development,processing trade started late and lagged behind the coastal areas.The proposal of the Silk Road Economic Belt has opened up China to the West in an all-round way,strengthened the links between Xinjiang and the inland and Eurasian regions,and also brought new opportunities for the development of Xinjiang’s processing trade.The development of Xinjiang’s processing trade should grasp the opportunities for the construction of the core area of the Silk Road Economic Belt,integrate resources and geographical advantages,deepen cooperation with the countries along the Silk Road Economic Belt in terms of production capacity,cultivate and undertake the advantageous industries of processing trade,encourage enterprises to develop overseas processing trade,and promote the vigorous development of Xinjiang’s processing trade.Based on the theory and method of international trade,industrial economics and regional economics,this paper explores how Xinjiang should make full use of its own industrial advantages,grasp the regional strategic advantages and the resource advantages of countries along the Silk Road Economic Belt,and realize the sustained and stable growth of processing trade.Firstly,the development of Xinjiang’s processing trade under the background of the Silk Road Economic Belt.This paper analyses the realistic basis of Xinjiang’s processing trade development under the background of the Silk Road Economic Belt from five aspects: location conditions,complementarity of resources endowment,complementarity of industrial structure,trade integration and market potential,and then explores the current situation of Xinjiang’s processing trade development from the aspects of processing trade scale,mode,industrial structure,regional distribution and geographical direction;secondly,the background of the Silk Road Economic Belt.Comprehensive evaluation of processing trade development in lower Xinjiang.This paper constructs a multi-index comprehensive evaluation system from the five dimensions of scale,structure,benefit,competitiveness and potential,and uses the method of entropy to measure and analyze the comprehensive level of Xinjiang’s processing trade development under the background of the Silk Road Economic Belt and the development effect of each dimension,from which to analyze the problems existing in Xinjiang’s processing trade development;thirdly,Xinjiang’s processing trade development under the background of the Silk Road Economic Belt.Influencing factors.Using Porter’s "Diamond Theory" model,the paper identifies the key factors that restrict the development of Xinjiang’s processing trade through theoretical analysis and empirical test.Fourthly,the path design of Xinjiang’s processing trade development under the background of the Silk Road Economic Belt.Based on the actual characteristics of Xinjiang’s processing trade development,this paper puts forward the development goals and specific path selection of Xinjiang’s processing trade under the background of the Silk Road Economic Belt.Finally,in order to ensure the smooth operation of the path,it puts forward specific suggestions and safeguards to promote the development of Xinjiang’s processing trade.Through the above research,the following main conclusions can be drawn:(1)Xinjiang processing trade has good regional advantages,and has strong complementarity with the resources and industries of the countries along the Silk Road Economic Belt,high degree of trade integration and great market potential.(2)Xinjiang’s processing trade exports grew slowly,mainly in the processing of raw materials,mainly involving agricultural and sideline food processing industry,textile industry,petrochemical industry,licorice products processing and other primary products processing industry,and mainly concentrated in the northern slope of Tianshan Economic Zone,with a high concentration of import and export markets.(3)From 2000 to 2017,the comprehensive development level of Xinjiang’s processing trade was low and fluctuated greatly,mainly due to slow scale upgrading and slow structural adjustment.At the same time,it was found that the development of Xinjiang’s processing trade had some outstanding problems,such as small overall scale,single product structure,low added value of products,insufficient development capacity of supporting industries and low contribution to economic growth.(4)The development of Xinjiang’s processing trade is mainly affected by the level of human capital,foreign direct investment,trade openness and purchasing power of the countries in the region.Due to the insufficient independent innovation ability of Xinjiang,the promotion of technological innovation to Xinjiang’s processing trade has not been effectively brought into play.In addition,the improvement of transportation level has aggravated the Silk Road edge of Xinjiang and other areas in the mainland to a certain extent.The level of competition in the exploitation and utilization of resources in line countries has resulted in the failure to effectively improve the development of processing trade in Xinjiang.(5)Under the background of the Silk Road Economic Belt,Xinjiang’s processing trade development should take the path of "cultivating the advantages of local processing trade and extending the industrial chain,undertaking industrial transfer at home and abroad,and guiding enterprises to develop overseas processing trade in countries along the silk road" to achieve the development goals of steady growth of the overall scale of Xinjiang’s processing trade,continuous upgrading of its structure and gradual optimization of the regional and external layout. |
