The Regional Comprehensive Economic Partnership Agreement(RCEP),composed of 16 ASEAN countries,China,India,Japan,South Korea,Australia and New Zealand,has made remarkable achievements in recent years.RCEP is committed to reaching a comprehensive,high-quality and mutually beneficial free trade agreement,which is highly consistent with the spirit of "peaceful cooperation,openness and inclusiveness,mutual learning,mutual benefit and win-win" silk road.China should adhere to the supply-side structural reform as the main line,promoting vigorously reform and opening up.Since China’s accession to the WTO 18 years ago,China has fulfilled major commitments such as reducing tariffs on agricultural products and canceling non-tariff measures such as quantitative quotas and licences.With the sustained and rapid development of agricultural trade,China has developed into the world’s largest importer of agricultural products and the sixth largest exporter of agricultural products,with the total volume of agricultural trade ranking second in the world.However,opening to the outside world has brought many trade opportunities and dividends to China,it has also brought challenges to China in restricting agricultural support and domestic regulatory means.Firstly,this paper introduces the current situation of China’s agricultural production and export growth,exploring the source of this growth trend with CMS.We find the increase of China’s agricultural export comes from the improvement of competitiveness mainly.So we measure the competitiveness of China’s agricultural products by the competitiveness index method and find that Australia is a Agricultural Power.Based on Porter’s theory,we analyze why Australia is a Agricultural Power and find out the gap between China and Australia in agricultural development.Then we analyze the influencing factors of competitiveness.There are three reasons why we discuss this problem in the RCEP area.Firstly,under the general trend of economic globalization,a country can not stand alone.A country’s prosperity is bound to have the cooperation and support of other countries,especially the surrounding countries.Secondly,it is convenient to compare in a region.It is difficult to see the gap,but through comparison,we can see more clearly.Thirdly,It is the requirement of panel data.Large sample size can improve the estimation efficiency,though the larger the time span,the more serious the data incompleteness.In order to expand the sample size,and to cover as many developed and developing countries as possible,RCEP countries were selected.Finally,we provide policy reference for China to enhance the competitiveness of agricultural products and to become a powerful country in agricultural trade.The conclusion is that since 1997,the export trade of China’s agricultural products has developed rapidly.Overall,the export volume of China to RCEP countries and the share of China’s exports in the import of agricultural products in RCEP countries show a growth trend.Competitiveness effect plays a leading role in the export trade growth of agricultural products.The contribution rate of structural effect to the total effect is only second to that of competitiveness effect.On the commodity level,the structural effects of labor-intensive products,such as meat products,aquatic products,vegetables and fruits have contributed a lot to the overall competitiveness,and have promoted the growth of China’s export trade volume.A country’s openness has a relatively large and very significant positive pulling effect on the competitiveness of agricultural products,so we should continue to implement the basic national policy of opening to the outside world.
