Study On The Endowment Insurance System For Rural Disabled Old People In W City

With the increasing aging trend of population in W city,the problem of old-age security for rural disabled people has become more and more serious.This paper focuses on the construction of the old-age security system for the special group of rural disabled.The questionnaire survey is used to clarify the current situation and predicament of the old-age security for the disabled in rural areas.The interview method is used to explore the various aspects of the old-age security system,and corresponding suggestions are put forward.This paper builds a basic framework from the background meaning,theoretical basis,literature review and research ideas of the topic.On this basis,the research on the composition of the W-city pension system is carried out.Through the questionnaire survey,it is concluded that the disabled elderly face the practical problems of insufficient financial support,lack of life care,and lack of spiritual comfort.The old-age security system for rural disabled in W city is classified into five levels: institutional care,family care,government security,village collective security,and social participation.From the care of public and private pension institutions,the analysis of institutional pensions is carried out.It is considered that the old-age institutions have higher fees and are subject to professional level restrictions and service quality constraints,the coverage is narrow and the satisfaction of the people is low.The rural disabled in W city is divided into four situations according to the reasons for disability: congenital disability,illness-disability-type,negative event-oriented,age-weak disability.From the three dimensions of economic support,life care and spiritual comfort,the paper analyzes the level of family support ability,and analyzes the advantages and disadvantages of family and institutions.It is considered that over-reliance on a single subject cannot solve the problem of old-age care for the disabled elderly.The government security system was analyzed from social insurance,social assistance,and social welfare;according to the level of protection,the village collectives are divided into three categories: strong protection type,average protection type,and weak protection type;the participation of Rural Happiness Institute,social organizations and volunteers was analyzed.The article analyzes the problems existing in the old-age security system for the disabled in rural areas,which is reflected in the blank of home care in the community,the collapse of the family support,the difficulty in institutional care coverage,and the weak social security system.The PEST analysis method was adopted to analyze the deep-seated factors affecting the construction of the old-age security system in the city from the political,economic,social and scientific levels.The opportunities and challenges are analyzed from four levels: policy supply,talent supply,technical support and industrial support.In view of the above problems,the article proposes to establish a three-in-one disability old-age service system for families,communities and institutions;establish a disability old-age security system involving party committees,governments and society,and put forward feasible countermeasures for the construction of rural disability old-age security system.
