Research On Government Supervision Of Industrial Product Quality In Nan’an City

The strength of the country is tied to quality,and quality is related with "produced" and "management".For a long time,the party and the state of China have continuously updated their understanding of the development path of quality and continuously strengthened their supervisory activities of quality.However,the accidents of quality and safety of industrial products are still frequent,which has affected people’s livelihood and hindered the development of China’s economy.It is urgent to rectify the commodity market,strengthen the research on quality supervision of government departments,and help China enter the quality country.This paper takes Nan’an City,a strong industrial city in southern Fujian Province,as the research object.Through the investigation of the whole process of quality supervision of industrial products in Nan’an,starting from the supervision subject,supervision object and supervision implementation,after investigating the visiting enterprises and analyzing the data of relevant regulatory departments,it is found.The supervisory body has the problems of insufficient integration of functions and institutions,and weak supervision power.There are repeated violations of counterfeit and shoddy products and weakening of the responsibility of the main body of the quality of supervision.At the level of supervision and enforcement,there are difficulties in applying the administrative punishment law and increasing the difficulty of quality supervision and enforcement.After-the-fact response quality control mode defects,product qualification rate is difficult to reflect the true level of quality and other issues.In this paper,the use of government regulation theory,information asymmetry theory,new public management theory analysis found that the current Nan’an city government regulatory system and operational mechanism does not match the important roots of the manager and the manager’s subjective reasons,also objective factors such as the institutional environment.In order to find out the new way of government regulation of industrial product quality in Nan’an,the author drew on the advanced experience of industrial product quality supervision in Shanghai and Jiangyin,and puts forward suggestions for optimizing the quality supervision of industrial products: it should optimize the main body of market supervision.Strengthen the construction of grassroots organizations,giving play to market advantages and other means to promote pluralistic governance;improving the quality culture through the improvement of credit system,standard propaganda and technical support;improving the efficiency of supervision by building a smart supervision platform,as well as the legal system,risk monitoring system and quality sampling system.This paper is different from other industrial product quality supervision research in that the research background is unique.This paper discussed the quality supervision of industrial products still existing,in the integration of market supervision departments at the municipal level or above,after the merger of county-level market supervision departments that have completed the three-definite plan.problem.Studying this topic is a re-combination and understanding of the quality supervision of industrial products,and it is also of great significance to further promote the optimization of market supervision.
