Research On House Expropriation And Compensation Behavior Of Local Government

The compensation for house expropriation is closely related to the basic interests of the masses and is closely related to social development.Especially in recent years,China’s urban development is changing with each passing day,and the level of economic development has achieved a big leap.With the advancement of society and urban development,the demand for urban construction land has become greater.The transformation of old cities,urban expansion,and shantytowns has made the compensation for larger and larger houses become a kind of compensation.The inevitable trend.How to regulate the house expropriation and compensation activities in urban development and protect the legitimate rights and interests of the owners of the expropriated houses becomes an important issue facing the local governments.Nowadays,housing expropriation compensation is not only a simple economic problem,but also a social issue related to people’s livelihood.It involves both the people’s livelihood and the city’s overall design and planning and urban construction goals.Taking the house expropriation compensation work in Fushan District,Yantai City,Shandong Province as an example,combined with its own industry work experience and relevant case evidence,this paper analyzes and discusses the behavior of Fushan District Government in Yantai City.On this basis,combined with the problems and actual situations of compensation for local government housing,this paper puts forward relevant countermeasures from the perspective of the government.This article is divided into five parts.The introduction part of the article is the first part,which is the four aspects of the background and research significance,the research status at home and abroad,the research content and methods,and the main innovation points.The second part clarifies the concept of house expropriation and compensation,analyzes the legal basis of house expropriation compensation from laws and regulations,discusses the theoretical basis of expropriation and compensation,and focuses on the theory of government behavior in house expropriation compensation.The third part mainly introduces and analyzes the compensation work of local government houses.This paper introduces the six standardization procedures for local government housing expropriation compensation,analyzes the local government’s petitions related to housing expropriation petitions,and then analyzes the causes of problems in the house expropriation compensation process in Fushan District,Yantai City.The fourth part focuses on Jinan’s "Sunshine Collection",Shanghai "Humanization Service",Guiyang "Integrity Supervision",Qingdao "marketization resettlement" experience of house expropriation compensation and the characteristics of the United States,France,Canada,South Korea on Yantai The enlightenment of the house expropriation and compensation work in Fushan District.The fifth part is aimed at the causes of the problems analyzed in the third part.Combined with the lessons learned from the fourth part,the local government can provide targeted countermeasures and suggestions for further improvement of the housing compensation policy in Fushan District.
