Staff performance management is becoming a major issue in the African society today as institutions try to study their performance management systems in order to identify problems and look for ways to improve employee productivity.This is in the context where many employees are no longer committed or motivated to go to work or do their jobs,leading to a negative effect on the institution's achievement of goals and attainment of mission.In the context of this performance management,the researcher attempts to investigate the problems plaguing the performance management system so as to identify the causes,and find ways through which some of the features of the current performance management system can be optimised to motivate the employees to be more productive.This study was carried out in the Ministry of External Relations,Cameroon,with staff of different sex,rank,experience and departments.Data for this study was collected through 30 semi-structured open-ended questionnaires conducted by the researcher,and all the responses were written on the questionnaires.The questions on the questionnaires were chosen with respect to the research topic,objectives,research questions and outcome of this research.The outcome reveals that institutions need performance management as a major part of their administrative strategy.Performance management system is an important institutional process that can be utilised to improve the productivity of the staff and organisation.The results indicated that performance management is correlated with staff performance,consequently leading to the problem that the institution is facing.The outcome recommended that to improve on the staff's performance,leaders and the entire staff of the Ministry should be trained on performance management,build a good and inclusive performance preparation,evaluation,and communication system that will motivate the staff to be committed and productive at work.
