Research On The Construction Of Characteristic Towns In Zhejiang From The Perspective Of Polycentric Theory

In 2015,Zhejiang formulated the guiding opinions on speeding up the planning and construction of Characteristic Towns,and proposed to speed up the planning and construction of a number of Characteristic Towns in the province,with a total investment of 500 billion yuan in 3 years,focusing on the cultivation of 100 Characteristic Towns.The characteristics of Zhejiang town is a new concept which is independent from the urban space.And it is a development platform which has clear industry positioning,culture,tourism and community functions,different from the unit and industrial park administrative divisions.Carrying out the construction of Characteristic Towns is conducive to promoting the local government to find new development support points,to achieve sustainable development of society and economic,and to promote the process of urbanization.At present,the construction of Characteristic Towns has been carried out all over the country,and it is of great practical significance to study the plight and countermeasures of Characteristic Towns.Starting from the policy evolution and motivation of Characteristic Towns,this paper introduces polycentric theory into the construction of Characteristic Towns.In the course of the construction of Characteristic Towns,the polycentric subjects contain three roles: the government,the market and the society.At the same time,this article analyzes the plight of small town construction from three angles of government,market and society,and summarizes the construction countermeasures.This paper is divided into five chapters:The first part introduces the related concepts and theories of Characteristic Towns: including the concept explanation of small towns and polycentric theory,and the related theoretical basis.This article has combed the polycentric subjects in the Characteristic Town construction process,and summarized it in three roles which contain the government,the market and the society.The second part explores the historical evolution of Characteristic Towns in Zhejiang.Mainly on the reform and development of small towns in Zhejiang and the process of the establishment of carding.First,the policies and measures introduced by the government of Zhejiang in the construction of small towns in different periods;two,the motivation and the stages of establishment of Characteristic Towns in Zhejiang.The third part analyzes the present situation of Characteristic Towns in Zhejiang.This paper analyzes the characteristics and operation mode of Characteristic Towns in Zhejiang,and analyzes the construction process of Characteristic Towns by analyzing several different types of Characteristic Towns.And from the three angles of government,market and society,the construction predicament of Characteristic Towns in Zhejiang is analyzed.The fourth part analyzes the Characteristic Towns abroad,analyzes the representative cases,and draws the experience inspiration.The fifth part,combined with the reality of Zhejiang,puts forward the construction strategy of "Zhejiang Characteristic Town" from the perspective of polycentric theory.
