| Since the Reform and Opening-Up,China participate in the global division of labor,creating a rapid economic called “Chinese miracle”.However,in recent years,the cost of domestic factors has been rising,and in the international market many problems is faced.These problems force China to change the mode of economic development immediately,from factor-driven to innovation-driven.A good institutional environment can optimize the innovation environment of enterprises,enhance the willingness of enterprises to innovate,and then improve the efficiency of enterprise innovation.Therefore,it is particularly important to study the impact of institutional quality on innovation efficiency.A large number of scholars have discussed the important impact of institutional quality on economic activities from different angles,and have made many useful explorations on the measurement of institutional quality.There are also many scholars who realize that innovation is an important factor to promote the sustainable development of a country’s economy.There are also many literatures that discuss the impact on economic development,R&D investment and innovation results from the perspective of institutional quality.These literatures provide a solid foundation for the study of this dissertation,but the surveys of the above-mentioned literatures reveals that they still have the following shortcomings.First,there are few literatures on regional innovation efficiency,and a large number of studies on innovation efficiency mainly focus on the industrial level.Second,there is a lack of more in-depth studies on the innovation process.Finally,there is a lack of studies on the impact of institutional quality on innovation efficiency.In theory,this dissertation firstly establishes a theoretical model including institution and technological innovation with the aid of endogenous growth theory model,and theoretically analyzes the positive effect of institutional quality improvement on technological innovation.An appropriate institutional environment has a significant role in promoting technological innovation.However,with technological progress,the existing system may be out of touch with the increased demand for technological innovation and gradually become a factor hindering economic development.In the empirical aspect,this dissertation firstly calculates the institutional quality and the efficiency of regional technological innovation.It uses the fixed effect modelto test the overall regression and robustness of panel data of 31 provinces from 2000 to 2016.It is found that in general,the improvement of institutional quality and its sub-indicators can promote the efficiency of regional technological innovation.Considering the imbalance of the regional development and the great difference of regional development level,the heterogeneity test is carried out.It is found that the institutional quality in the eastern region has a more significant impact on the efficiency of technological innovation than that in the central and Western regions.Based on theoretical analysis and comparative analysis of institutional quality and technological innovation efficiency between regions in China,the threshold effect between institutional quality and regional technological innovation efficiency is examined,and a non-linear relationship between them is found.Finally,combined with the corresponding theoretical and empirical results,this dissertation puts forward the following four policy recommendations: first,improve the institutional quality.Second,continue the reform of state-owned enterprises and improve the vitality of non-state-owned economy.Third,deepen the reform of factor market and promote market competition.Last,strengthen the construction of the rule of law and improve the legal system. |
