Research On Individual Business Registration Administration

Individual business is the most common type of commercial registration entities with Chinese characteristics.The formation and development of individual business system are rooted in the basic needs of China's economic development.Individual business system is a transitional product before the opening of the private economy,and has strong characteristics of the times.After decades of development,the individual business system has played a huge role in encouraging entrepreneurship,solving people's livelihood,increasing employment rates,and promoting economic development.Individual business has become an important force for mass entrepreneurship and innovation.In recent years,tremendous changes have taken place in the social environment,industrial structure,and science and technology.Deepening institutional reforms and transforming government functions have become the focus of the construction of a service-oriented government.The pace of reforms to streamline administration,delegate powers,and improve regulation and services has been accelerating and the business environment has been further optimized.Under this background,the registration and management of individual business is facing many new shocks and challenges.Since the reform of the commercial system,individual business has obtained a relaxed institutional environment,the threshold for entry has been gradually reduced,the number of individual business has increased substantially,and the individual economy has flourished.With the deepening of the reforms,many problems have arisen in the registration and administration of individual business,such as lack of legalization path for mobile vendors,frequent occurrence of “zombie households”,residential building mixed with commercial uses,difficulties in unifying the scope ofbusiness,non-transferable names,etc.On the one hand,it is attributed to the imperfection of the regulatory system,and on the other hand,it exposes the flaws in the operation of the registration administration system.In addition,the rigid management of the registration management department and the registration managers and the lack of business level are also important reasons for the problems.In order to improve the registration administration of individual business and promote the development and prosperity of the individual economy,this paper proposes the following countermeasures: First of all,continue to improve the laws and regulations,provide institutional guarantee for the registration of individual business;secondly,promote the transformation of the registration management department,improve the overall quality of registration managers;once again,enrich the management body,promote departmental coordination,and unite multiple forces,In the end,we will speed up the construction of the social credit system and give full play to the advantages of credit supervision.In the research process,this paper used three research methods:literature research method,comparative analysis method,and case method.It attempts to think about and analyze the problems arising in the registration administration of individual business,and combined with relevant theories,to provide feasible countermeasures for the reform of the registration administration of individual business in China.
