| Since the founding of New China,state-owned enterprises have made many significant contributions to China’s economic development.With the deepening of reform and opening up,China’s market economy is booming,but at the same time,the drawbacks accumulated by state-owned enterprises over the years have become the bottleneck restricting the development of market economy.Enterprises are big but not strong,economic benefits are low,and management models are backward.Such problems have seriously plagued the healthy and sustainable development of state-owned enterprises.For a long time,the reform of state-owned enterprises has been one of the key and difficult points of China’s economic reform.Especially after the 18 th National Congress of the Communist Party of China,deepening the reform of stateowned enterprises has been elevated to an unprecedented height by the party and the government.The reform of state-owned enterprises in the new era faces a more complicated international and domestic environment.It is necessary to fully absorb the experience and lessons of reform of state-owned enterprises at home and abroad,and combine the development direction of socialism with Chinese characteristics to explore a new path suitable for the reform of China’s state-owned enterprises.Since 2003,Hengyang City has initiated the reform of state-owned enterprises on a large scale.By the end of 2015,400 property rights system reforms have been completed and 310,000 workers have been resettled.However,judging from the reform process in the past 15 years,there are still many shortcomings in the reform of state-owned enterprises in Hengyang City.In particular,there are still more or less problems in the implementation of restructuring agreements.This paper investigates the machinery,metallurgy,light industry and other management offices of Hengyang City,food,agriculture,animal husbandry and other systems,textile printing and dyeing factory,Huiyanfeng winery,forklift factory,measuring tool factory and other restructuring enterprises,listening to the SASAC,Economic and Information Commission and other departments summarized the implementation of the restructuring agreement of the state-owned enterprises in Hengyang City.Then,combined with the actual situation of the reform of Hengyang state-owned enterprises,the reasons for the failure to fully implement the restructuring agreement were analyzed in five aspects.Finally,on the basis of field research,combined with the planning and goals of the future restructuring of Hengyang state-owned enterprises,five suggestions were made in a targeted manner to provide assistance for the restructuring of Hengyang state-owned enterprises. |
