Research On Financial Risks Of Local Government Control In S Stadium PPP Project

In recent years,some local governments of our country have resorted to excessive borrowing through various channels,which has caused a heavy burden to the smooth operation of local economic society.As a model which has been vigorously pursued in recent years,PPP has achieved good results in solving local debt problems.However,there are many cases of project failure.Among them,risk management is an important reason.In order to get a better understanding of the present situation of government financial risk in PPP project,putting forward effective measures that can be used for reference,this thesis analyzes the impact of the PPP project on the local government and methods of risk identification.In this thesis,we use case-study method,choose the S stadium project as carrier to study financial risk quo and control measures of the local government in the PPP project.The thesis draws the necessity and policy and operation feasibility of the local government to manage the financial risk in the PPP project.It is suggested that the local government should consider the financial risk management when participating in the PPP project: First,choose high-quality social capital partner to guarantee sound operation of the project;Second,use innovative financing support to solve the problem of project financing difficulties;Third,distribute risks rationally,and use incentives to improve the enthusiasm of the private sector;Fourth is to do enough financial argument and avoid excessive security guarantee.
