The Case Analysis And Research Of Nanning BRT Pilot Project's PPP Model

Since December 2012,the State has promulgated the Guiding Opinions on Priority Development of Public Transport in Cities(Guofa[2012]64),Opinions on Strengthening Urban Infrastructure Construction(Guofa[2013]36),Measures on Franchising Management of Infrastructure and Public Utilities(Decree No.25 of Six Ministries and Committees)and other policies.Since the implementation of the Public—privatePartnership(PPP)in 2014,a large number of policy documents on PPP have been issued,and the development and implementation of PPP projects have been continuously improved and standardized.Encouraging and guiding the franchising of social capital in the fields of transportation,municipal infrastructure and public utilities,and vigorously promoting the development of transportation industry.This paper,the PPP model of Nanning BRT pilot project is analyzed and studied from the aspects of project operation mode,risk allocation,return mechanism,transaction structure,performance appraisal,project contract and so on.So as to summarize the main experiences and practices of PPP model.As well as the promotion and suggestions of this model.The conclusion of this paper is:Nanning BRT pilot project PPP project is successful.PPP model is feasible and can effectively reduce the pressure of financial centralized payment.Guangxi should make use of location advantages and existing project experience to vigorously promote PPP.
