| As border areas have special political significance in geopolitics and national security,one of the effective measures to maintain border stability and safeguard national security is to enhance the economic development in border areas.Border areas in China are suffering backward economic development and widespread poverty due to the comprehensive influence of history,geography and natural environment,therefore,they have been the difficulty and focus of the national poverty-alleviation program.In 2014,the government of Guangxi province,adjusting measures to local conditions according to the actual situation,put emphasis on poverty reduction through border residents’trade cooperation in poverty alleviation of border areas,and selected Pingxiang city as a pilot reform to develop border residents’trade cooperation to reduce poverty.In the past few years,Pingxiang city has made remarkable achievements in poverty alleviation of border villages.It is of great significance to study and clarify the poverty-reduction mechanism based on border residents’trade cooperation for enhancing the effectiveness of border residents’trade cooperation in poverty reduction,promoting the lasting and orderly trade cooperation between border residents,and helping border residents to cast off poverty and set out on a road to prosperity early.Therefore,based on the participatory development theory and the cooperative anti-poverty theory,taking H border trade cooperative in Pingxiang city,Guangxi province as the research object,using methods like fieldwork and case analysis,this paper gets an insight into the role of border residents’ trade cooperation in poverty alleviation in the rural areas of Guangxi province with border trade cooperatives as the carrier.Specifically,it chooses the case of poverty alleviation of H border trade cooperative by grasping the poverty status and the development history,basic situation,operation mode and achievements of border residents’ trade cooperation in Pingxiang city,explores the mechanism,basis and conditions of poverty reduction through border residents’trade cooperation by means of observation and analysis,and analyses the deficiencies in poverty reduction through border residents’ trade cooperation from different perspectives,with an attempt to propose some countermeasures and suggestions that may improve the poverty-reduction mode based on border residents’trade cooperation.The study reveals that the poverty-reduction mode based on border residents’ trade cooperation plays a prominent role in the border villages of Guangxi province,mainly by increasing the income of border residents,broadening employment channels,cultivating the human capital and fostering wisdom and will.The poverty-reduction mechanism there is mainly reflected in border residents’ trade cooperation,realizing the cultivation and accumulation of capital,border residents’trade development,employment promotion,and reducing the threshold and risk of participation.The pro-poor orientation of border trade cooperatives is the basis for poverty reduction through border residents’trade cooperation.The institutional arrangements within the government,leading organs,financial institutions and cooperatives are the necessary conditions for poverty reduction through border residents’trade cooperation,and government activities including organization,guidance,management and coordination lay an important foundation for the development and stability of the poverty-reduction mode based on border residents’trade cooperation.It can not be ignored that there are many problems and challenges in the development of poverty reduction through border residents,trade cooperation,such as the concentration of commodity categories in the market,the weak awareness of participation among poor border residents,the inadequate financial support for development,the underdeveloped supporting facilities,the weak market competitiveness,the low systematism level,the interest contradiction between enterprises and border residents.Therefore,the optimization of border residents’ trade cooperation to reduce poverty should focus on promoting the reform and upgrading of border trade,enhancing the participation of poor border residents,increasing financial support,strengthening the construction of port infrastructure,establishing the support system of border trade cooperatives,accelerating the cultivation of talent capital of cooperatives,and reinforcing the coordination of government.In the long term,border trade cooperatives that rely excessively on national trade policy may come into the dilemma of homogenization in the future,so it also requires the government and the society as well as border trade cooperatives to attach importance to and think about realizing differentiated development and extending the industrial chain according to the characteristics of each cooperative. |
