The phenomenon of industrial agglomeration is considered to be an important factor for the improvement of regional productivity.With the continuous development of social division of labor and the equalization of public services,industrial agglomeration is not only in the industry,but also in the related industries.The synergy between the two.As an important energy center and the growth pole of economic development in the central and western regions of China.Hohhot,Baotou,Ordos Cities have studied the path and influencing factors to improve the development level of the coordinated agglomeration of manufacturing and production service industries,which are of great significance to the upgrading of the industrial structure of the city and the enhancement of regional economic competitiveness.This paper explanation the mechanism of synergistic agglomeration of productive service industry and manufacturing industry from the two levels of industrial association and spatial synergy through social division of labor,transaction cost theory and Marshall’s theory of spatial externalities.Then,using the industrial isomorphic coefficient and the location quotients of different industries in the industry,the industrial structure and the respective advantageous industries of Hohhot,Baotou,Ordos Cities,which shows that the external environment and internal conditions of the two major industries are coordinated.Then through the input-output table of Inner Mongolia Autonomous Region,the static analysis of the industrial relationship between the productive service industry and the manufacturing industry from the perspective of industrial linkage between input and output.Then,the industry synergy agglomeration index is constructed to measure the level of industrial synergy of different industries in the cites of Hohhot,Baotou,Ordos,and to study the level of industrial agglomeration development at the regional and city level.Finally,the simultaneous equation model is used to empirically analyze the interaction and influence factors of different types of productive service industry and manufacturing industry in the spatial synergy process.The research results show that there is inter-industry synergy between the manufacturing industry and the producer service industry in the current city,and the level of synergy between the two industries is lower than the level of synergy between industries in the manufacturing industry.It has a pulling effect on the accumulation of productive services.There is a large difference between the levels of synergistic aggregation of different industries in the two industries,which is related to the transaction costs and production costs of different types of manufacturing and production services.The level of urbanization is positively related to the technology-intensive production service industry.The higher the level of economic service,the stronger the role of manufacturing agglomeration,and the extent of openness mainly affects the level of manufacturing.The manufacturing and production services industries in the city are different in the degree of integration in the global value industry chain.Consequently,this paper proposes targeted recommendations: continue to promote the equalization of public facilities and information transmission levels,reduce the transaction costs of manufacturing and production services,and promote industrial synergy.According to the regional advantageous industries and economic development level,it will promote industrial agglomeration and improve the efficiency of industrial agglomeration.Construct a communication platform for industry enterprises in the cites of Hohhot,Baotou,Ordos Cities,promote the sharing of high and production factor markets,reduce information asymmetry,and promote coordinated development among industries.
