With the advent of the era of knowledge economy globalization,innovation has become the core driving force for enhancing international competitiveness and the inevitable strategic choice for economic development in various countries.China has also clearly stated that innovation and scientific and technological progress should be the primary driving force for economic and social development.Innovation has become an important engine for China's economic development in the new normal stage and the urgent need for economic and social development during the "13th Five-year Plan" period.In addition,investment-driven urbanization,which is driven by factors such as land and labor and large-scale investment,is difficult to sustain.Therefore,innovation-driven urbanization has achieved a strategic transformation for urbanization.The city is the carrier of innovation.By optimizing the allocation of innovative resources to enhance the city's ability to innovate,cities that develop rapidly with innovative capabilities can effectively promote the continuous improvement of urbanization quality.Based on the understanding of the coupling mechanism between different systems,this paper takes 70 county administrative units in Zhejiang Province as an example,selects the urbanization quality and urban innovation ability as the research subsystem and summarizes the relevant research results.The connotation and theoretical basis of urbanization quality and urban innovation ability are expounded systematically.At the same time,the interaction between the two is discussed theoretically.Finally,the obstacle factors affecting the system coupling and development are analyzed.(1)Based on the socio-economic statistics of Zhejiang Province from 2007 to 2016,an evaluation index system for measuring the quality of urbanization was constructed.The weight of each index was determined by the optimal variable weight method.The comprehensive development level of urbanization quality was measured by the fuzzy comprehensive evaluation model.From the perspective of time and space,it is concluded that the urbanization level shows a slow upward trend from the time in the study period and the overall "inverted triangle" feature in space.(2)The evaluation index system of urban innovation ability is constructed from the aspects of innovation subject,innovation investment,innovation environment,and innovation output.The optimal variable weight method is also used to determine the index weight and fuzzy comprehensive evaluation method to measure the comprehensive development level of urban innovation ability.The spatial data analysis method found that the degree of urban innovation ability aggregation gradually increased in time;in the space,the overall distribution characteristics of "North High South Low,East High West Low" were presented.The geo-detector is used to detect the intensity of the interpretation of the influence factor by the influence factor and the interaction between the factors.(3)The coupling coordination degree model is used to explore the coupling degree of urbanization quality and urban innovation ability,and the time and space are analyzed respectively.The coupling degree and coordination degree of the subsystem show an upward trend as a whole;the coupling degree is from low level to high level.During the transition process of the coupling region,the trend from the central to the southeast coast gradually spreads;the coordination degree from the low to the extremely coordinated coupling development shows a transition from the southwestern border to the central and northeast.(4)The obstacle factor affecting the coordinated development of coupling is measured by the obstacle model.It is found that the obstacles of the coordinated development of urbanization quality and urban innovation capability change with time and the trend of each criterion layer vary during the research period.Innovation subject,innovation investment,innovation environment,innovation output and economic urbanization are long-term main factors affecting the coordinated development of urbanization quality and urban innovation capability.
