Facilities and equipment are the hardware foundation for the operation service system of the urban rail transit.Only when the facilities and equipment system operates stably and continuously can it provide safe driving environment and high-quality passenger service for rail transit operation.Therefore,it is necessary to establish a scientific and effective equipment maintenance management organization and choose a reasonable and applicable equipment maintenance mode from the comprehensive consideration of service quality,operation safety and economic benefits.This thesis takes the construction workshop of Lanzhou Rail Transit Operation Company as the research object,with the basis of the internal investigation and actual situation investigated in the construction workshop.Also this thesis mainly focuses on the maintenance and management of urban rail transit operation equipment.First of all,this thesis discusses the three-level maintenance management organization and various maintenance management elements of Lanzhou Rail Transit Operation Company,the facilities department and the construction workshop.Then,combining with the contents and characteristics of the professional maintenance of line,housing construction and structure in the construction workshop,the advantages,disadvantages and applicability of different maintenance modes are comprehensively compared and analyzed from five aspects,namely,industry status,personnel introduction and training,maintenance quality,risk control as well as economical efficiency.The main research results drawn from this thesis are as follows:(1)Establishment of the construction workshop maintenance and management organizationAt the beginning of the operation,Lanzhou Rail Transit Operation Company adopted a professional maintenance management organization mode,and each maintenance department,workshop and team were divided according to the equipment professional system to realize a maintenance management organization structure with higher professional level.The construction workshop has established a professional and standardized maintenance management organization with professional teams and groups as the maintenance implementation organization,professional "maintenance regulations" and "operation instructions" as the technical standard basis,and pre-repair investigation,in-repair control and post-repair acceptance as the quality control process around the maintenance of facilities and equipment in the three specialties of line,housing construction and structure.(2)Work out the maintenance mode of construction workshopSocialized and market-oriented maintenance modes have been widely used and recognized within the urban rail transit industry.It is the industry’s development trend to select outsourcing maintenance modes to different degrees in combination with professional characteristics.Due to the differences in management systems,outsourcing units could flexibly absorb many experienced and skilled employees,while operating units have the defects of low efficiency in personnel introduction and long training period.Due to the lack of practical experience of the operating unit’s own personnel at the beginning of the operation,the quality of outsourced maintenance is higher than that of autonomous maintenance.With the gradual maturity of the maintenance market and the gradual improvement of the rules and regulations,operating units could done a comprehensive and detailed inspection and assessment,clear contract terms,strict and standardized supervision and control and other means to do a good job in risk control.Through the comparison of data calculation,the outsourcing maintenance mode could reduce the maintenance cost of each specialty by 8%to 14%.Therefore,under the condition of ensuring safety and reliability,the construction workshop should select the outsourcing unit with technical strength and qualifications to undertake the maintenance work related to the line,housing construction and structure specialty.At the same time,the operating unit should comprehensively consider quality,cost,risk and other factors according to its development needs to determine the most suitable maintenance mode. |
