With the rapid development of the economy,research on regional collaborative innovation has become the focus of theoretical and practical research.In terms of theoretical research,many scholars try to analyze the system's operating mechanism and operating status from the perspective of the connotation,composition and components of the regional collaborative innovation system to enrich relevant theoretical knowledge;in practice research,governments at all levels are trying to study how to more effectively mobilize the synergy between regional innovation entities to accelerate the process of regional collaborative innovation system construction and help the development of the economy.Therefore,whether from a theoretical point of view or a practical point of view,the study of regional collaborative innovation systems is of great significance.This paper is mainly based on the connotation and characteristics of the regional collaborative innovation system to research the system evaluation.In order to understand the development level and situation of the regional collaborative innovation system,it is necessary to construct a dynamic evaluation model.Taking the regional collaborative innovation system as the object,the paper firstly primary selection indicators and then uses cluster analysis and indicator correlation analysis methods to screen indicators to establish a system evaluation index system.What's more,the paper proposes to construct a dynamic evaluation model of regional collaborative innovation system from the perspective of internal and external aspects by using the Topsis-grey correlation dynamic coupling model and the capability structure relationship model.In the end,we will conduct an empirical study on the regional collaborative innovation capabilities of 30 provinces,autonomous regions and municipalities in China during 2011~2016 by this model.The results show that,on the one hand,China's regional collaborative innovation system development level presents a “east high and west low” situation in the spatial distribution and it shows a development trend of “rise-fall-rise”.The internal differences and external differencesof the three major regions have roughly the same impact on the overall differences,and the internal differences in the eastern regions are particularly prominent.On the other hand,from an overall perspective,China's regional collaborative innovation system development level shows a positive agglomeration in space,the spatial pattern is obvious and its relevance presents a “inverted U” situation.From a local perspective,the H-H areas are mainly concentrated on the eastern coastal region,the L-L areas are mainly concentrated on the midwest region and the northwestern region,while the L-H areas and the H-L areas are more dispersed,but the spatial pattern is relatively stable and has not fundamental changes over time.
