The report of the Nineteenth National Congress of the Communist Party of China(1)pointed out that "the problem of agricultural and rural peasants is a fundamental issue related to the national economy and the people's livelihood.We must always take solving the problem of"agriculture,countryside and farmers"as the top priority of the Party's work,and put forward the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance and prosperity of life.(2)We should adhere to giving priority to the development of agricultural and rural areas and accelerate the At present,the main problems are inadequate realization of farmers' land property income,inadequate use of land value-added income for "agriculture,countryside and farmers",inadequate arrangement of construction land "attaching more importance to cities than townships",and so on.Now it is time to solve the problem of land value-added income "taking advantage of agriculture and using cities" and solve the dilemma of"useless and unhealthy" of rural land.In order to solve this problem,we need to innovate the rural land factor market.As a special factor of production,land not only has the attributes of general factors of production,but also has its special social attributes and resource attributes.These factors should be fully taken into account when perfecting the rural land factor market.The problems involved in land are wide and complex.When perfecting the development mechanism of rural land factor market,we should take full account of China's current actual situation.At present,due to the constraints of unstable property rights system,local government intervention and weak market development,the development of rural land factor market is very slow,which seriously hinders the effective allocation of land resources.In view of this situation,this paper puts forward seven measures to improve the land property rights system,clarify the subject of property rights,set up a complete rural land property rights system,speed up the confirmation of rural land rights,improve the land expropriation system,speed up the pace of collective operating construction land entering the market,and reform and improve the housing land system.
