Our country encourages land circulation and moderate scale of agricultural development.Throughout 2014 and 2015,practice reform of the on the property rights and rural financial become the central of policy core again.For a long time,the right to land contractual management,as a special rural means of production,both responsible for maintaining agricultural production and survival.After the promulgation of Central Document no.1 in 2015,shackles of the right to land contractual management is unlocked gradually.And turning the contracted management to contract right and operation right has been on the agenda.It can’t be delayed to develop the new agricultural business entities.At the same time,on the basis of the original land mortgage periodic testing,the Ministry of Agriculture will add 9 provinces as pilots of promotion rural land management right fully project,which means large-scale implementation of farmland management of mortgage loan will become a reality.Due to unique characteristics of Chinese rural land system,it will be more difficute that mortgage of the right of land contracted-management is promoted further.Therefore,the goal of this paper is to study the main characteristics and operation condition of pilots which have been operated a long time.this paper will have to answer the following two questions:how the specific pilot respond to the promotion of land management right mortgage and what factors influence the attitude of farmers?What problems exist on the operating mechanism of mortgage of the right of land contracted-management?The paper is based on the data which is got on the study of the land contract management right mortgage in the Donghai pilot from February to June,2014.It has four parts:The first part is the analysis of the main modes of operation of existing rural land management right mortgage and characteristics of Donghai pilot.The second part is an analysis of desire that different farmers take part in the land contract management right mortgage.The third part is building a model to study the main problems of operation mechanism on data of scores of practitioners.The conclusions of this article are as follows:Whether farmers of heterogeneity are willing to take part in mortgage of land contract management right influenced by economy,location,land circulation and so on.Ordinary farmers focus more on individual endowment factors and traditional lending factors.Scale farmers focus more on the factors with the scale of agricultural production and land circulation factors.Scale farmers are the main target people of the new rural property mortgage.On research of mechanism on the comprehensive evaluation,driving effect of Donghai pilot Land mortgage loan acts significantly.The risk control bank mortgage performance is good.However,there are some problems on the standard of the current program,convenience of operation and product design.It is because of the vagueness of current land rules,lack of operating norms and lack of standard of land value assessment and assessment agencies.The credit insufficient compensation and agricultural subsidies support poor.Less local propaganda increases barriers to access to agricultural land mortgage.Cycle of farmland contract right is shorter,and loan discount rate is higher. |
