Study On PPP Model In The Construction Of Characteristic Towns In Yunnan Province

With the transition of national economy from high-speed growth stage to high-quality development stage,economic development has entered a new normal.Under the normal background of the new economy,we should accelerate the transformation and upgrading of the economy and promote the structural reform of the supply side.The construction of characteristic towns is conducive to upgrading the level of innovation factors,transferring employment and expanding space,and realizing the carrier of people's life.Yunnan Province regards the construction of Characteristic Towns as a new opportunity and starting point for the development of the new era.The construction cycle of characteristic towns is long,the access threshold is high,the investment capital is large and the return time is long,which puts forward higher requirements and standards for the development mode of characteristic towns.At present,the PPP model is highly respected under the new normal economy.The number of PPP projects in storage and demonstration projects of the Ministry of Finance is increasing day by day,and many achievements have been achieved.The number of PPP projects and the amount of investment in Yunnan Province are in the forefront of the country.The government vigorously promotes the application of PPP to the construction of characteristic towns.Firstly,this paper elaborates the background and significance of the establishment of characteristic towns,and analyses the actual situation of the construction of Characteristic Towns at home and abroad and the PPP model.The paper clarifies why PPP mode is used in the construction of characteristic towns by defining the relevant concepts and theoretical basis of Characteristic Towns and PPP.Secondly,by investigating and researching the current development situation and financing difficulties of Characteristic Towns in Yunnan Province,the misunderstanding of characteristic towns by local governments,the misorientation of government functions,the shortage of professionals,the extensive management model and so on.Thirdly,through the application scope of PPP and the characteristics of small towns,policy orientation,PPP practical experience and the stability of investment returns of small towns with characteristics,it is considered that it is necessary to use PPP mode in the construction of small towns with characteristics.Fourthly,by comparing and analyzing the application of PPP model between Yunnan Province and national characteristic towns,it is concluded that the effect of adopting PPP model in Yunnan characteristic towns is better,and then it explores the way that conforms to the regional economic development of Yunnan Province.Fifthly,Taking the construction of Changning Black Tea Town as an example,this paper expounds the situation and achievements of using PPP model in the construction of Changning Black Tea Town,and summarizes the experience;at the same time,it expounds the existing problems.Finally,the author put forward the policy suggestions and research conclusions on the specialty towns.
