Faced with the major opportunities and challenges of the new round of scientific and technological revolution in the world,the pace of emerging industrial layout and traditional industrial transformation is accelerating,the comparative advantage brought by the domestic demographic dividend is declining,and the problems brought about by the extensive economic growth mode are increasingly prominent.Therefore,in order to realize the transformation of China's economic growth mode from extensive to intensive,upgrading regional technological innovation capability is inevitably a key factor.As an important means for the government to participate in the market economy,the fiscal expenditure policy has its structure affecting regional technological innovation capabilities? In view of the obvious gap in the ability of science and technological innovation in various provinces in China,is there any heterogeneity in the impact of fiscal expenditure policies? The research in this paper is of great significance to improve the structure of local fiscal expenditure and guide independent innovation of enterprises in order to improve China's scientific and technological innovation ability and productivity level.Based on the structure of fiscal expenditure,this paper uses a comprehensive indicator and five first-level indicators to measure the level of regional science and technological innovation.From the current situation of fiscal expenditure and regional scientific and technological innovation level,this paper analyzes the fiscal expenditure and regional scientific and technological innovation level.The existing problems are then combined with the analysis of economic theory to propose relevant research hypotheses.In the empirical research section,in order to study whether the overall impact of fiscal expenditure on the level of regional scientific and technological innovation and the impact of fiscal expenditure on the level of technological innovation between regions,this paper establishes the OLS model and the quantile regression model,in order to analyze the financial expenditure in depth.The impact of scale and structure on the level of regional science and technological innovation.Finally,it is concluded that the impact of the scale of fiscal expenditure on the level of regional science and technological innovation gradually weakens as the regional level rises.From the perspective of specific public expenditure projects,science and technological expenditure has the greatest impact on the level of regional scientific and technological innovation,but the impact on the commercialization of China's scientific and technological achievements is still weak;The educational expenditure has a strong externality,which will form a local government explosive competition in educational investment;general public service expenditure will have a negative impact on regional scientific and technological innovation level;The impact of medical expenditure and transportation expenditure on regional science and technological innovation level is not significant.Based on the above research and conclusions,this paper puts forward policy recommendations from different angles:(1)Expand the scale of fiscal expenditure and improve the efficiency of fiscal expenditure.(2)Optimize the level of scientific and technological innovation in the region with the optimization of fiscal expenditure structure,including: Innovative scientific and technological input methods,increase scientific and technological input and guidance;Rationally allocate educational resources,focus on education equity;Optimize regional allocation of medical and health expenditures;Strengthen fiscal public investment expenditures and strictly control expenditures.
